Thomson Reuters provides intelligent information and solutions for law firms of all sizes, corporations, government agencies, tax and accounting firms, and academic institutions. The Procurement and Proposal Management (PPM) team is an integrated shared service organization dedicated to coordinating proposal responses to formal government, corporate, and law firm solicitations (e.g., RFPs, RFIs), as well as responding to customer inquiries such as forms, certifications, and disclosures. Our work environment is collaborative, flexible, fast-paced, and deadline driven. We are currently seeking a Proposal Manager to join our PPM team.

The Proposal Manager position includes responsibilities from multiple job roles that are often distinct positions at other companies, including the following:

  • Proposal Manager: Managing the RFP response process from the time a solicitation is received through contract award.
  • Proposal Writer: Creating proposal-related materials used in response to formal customer proposal requests.
  • Proposal Coordinator: Scheduling, facilitating, and leading bid strategy sessions with the RFP response team.
  • Knowledge Manager: Contributing to the growth and maintenance of the electronic repository of content (that can be leveraged for future RFPs and inquiries from customers) by submitting new content/content feedback as part of post-submission bid process to the PPM Knowledge Manager.
  • Response Strategist: Evaluating and understanding specific customer requirements to create compliant and compelling proposals. This includes helping the RFx response team to strategically frame our proposals to give Thomson Reuters the greatest chance of winning RFx contract awards.

We are looking for a flexible and organized person who can adapt quickly to changing requirements and who has the focus to meet challenging deadlines. The person also needs to work independently and collaboratively with integrity and possess a drive to constantly improve themselves and the team.

About the Role
In this opportunity as Proposal Manager, you will:

  • Understand requirements of formal solicitations (RFP/RFQ/RFIs) and other procurement vehicles from government entities (federal/state/local), corporations, and law firms.
  • Coordinate the formal proposal response process, which involves scheduling, facilitating, and leading bid discussions with the RFP response team. Assign action items/deliverables and ensure that all proposal deadlines (internal and external) are met.
  • Investigate previous proposal efforts related to a customer, including performing a comparison of previous RFx documents and proposal responses.
  • Collaborate heavily with key internal business partners (e.g., sales organization, finance, legal counsel) to drive the proposal strategy and create a compelling proposal.
  • Communicate with customers regarding procurement-related issues (e.g., clarification requests, proposal revisions, post-award items). For procurement integrity purposes, proposal managers serve as the primary points of contacts with our U.S. federal, state, and local government customers dealing directly with U.S. government procurement/contracting officers during the RFP process through contract award. * Generate complete, accurate, and customer-centric proposal responses (including forms) that comply with solicitation requirements.
  • Review final proposal documents for responsiveness to evaluation factors and comprehensiveness.
  • Ensure successful delivery of proposal submission (via email, bid sites, and/or print and ship) by the stated proposal deadline.
  • Ensure all project-related documents (e.g., RFx documents, proposal response documents, award notifications, contract documents) are saved in the proper project folders for business and archiving purposes.
  • Provide proposal guidance and assistance as needed to internal business partners.

OTHER RESPONSIBILITIES

  • Contribute to the ongoing development of best practices and streamlining of processes and tools to effectively manage the ever-increasing volume of workflow (e.g., assisting with the creation of onboarding materials for new products).
  • Evaluate proposal success rates to identify potential areas for process improvements to help ensure our proposals evolve and improve over time.
  • Assist with miscellaneous projects as needed, including the development of additional proposal resources (e.g., templates) to improve efficiency and consistency.
  • Incorporate the use of approved generative artificial intelligence (AI) tools in completion of proposals as well as throughout daily tasks and projects.

Depending on project workflow, Proposal Managers may be required to complete additional tasks for their projects that would normally be completed by other team members, including the following:

  • Accurately incorporate edits from SMEs, business partners, and reviewers.
  • Coordinate and produce final proposal documents (hard copy and electronic).
  • Work with the Knowledge Manager to help maintain and enhance our electronic repository of standard proposal content and questions used to efficiently respond to solicitations and other procurement processes.
  • Create language for the repository for new products and craft responses to new questions from RFPs as needed.
  • Answer questions from customers and internal business partners using the repository to provide consistent and accurate responses. Customize existing repository text for proposal responses as appropriate.

About You

This position requires a combination of professional writing experience, project management, technical aptitude, an understanding of Thomson Reuters products, and expert knowledge of the Microsoft Office Suite, particularly Microsoft Word. You're a fit for the role of Proposal Manager if your background includes:

  • 4-year college degree (or equivalent/relevant work experience)
  • 1-3+ years' experience with proposal writing/management, especially in response to formal solicitations for government customers.
  • Must possess a high level of integrity and professionalism.
  • Excellent organizational, interpersonal, written, and verbal communication skills.
  • Ability to work under pressure to manage multiple priorities, often with competing and tight deadlines.
  • Strong editing skills and attention to detail.
  • Strong technical aptitude and analytical skills; ability to learn new products/technologies quickly.
  • Demonstrated soft skills, including the ability to effectively interact, communicate, and work well as a team member with internal and external partners at all levels of the organization. Ability to build rapport and trust with internal stakeholders and customers.

NICE TO HAVES

  • Membership in a professional proposal organization such as APMP.
  • Experience with proposal creation software (e.g., Qvidian).

Thomson Reuters complies with local laws that require upfront disclosure of the expected pay range for a position. The base compensation range varies across locations. Eligible office location(s) for this role include one or more of the following: Eagan, MN; Ann Arbor, MI; Richmond, VA; Rochester, NY. The base compensation range for the role in any of those locations is $45,900 - $85,300. This role may also be eligible for an Annual Bonus based on a combination of enterprise and individual performance. Base pay is positioned within the range based on several factors including an individual's knowledge, skills and experience with consideration given to internal equity. Base pay is one part of a comprehensive Total Reward program which also includes flexible and supportive benefits and other wellbeing programs.
