SUMMARY OF DUTIES

This position develops monitors and directs the administration of training policies, procedures, practices andprograms designed to ensure operating employees working outside the Northeast Corridor are properly andcontinually developed to perform their duties in a safe manner adhering to all company and regulatoryrequirements. The position is responsible for coordinating such policies, practices and programs with stakeholdersto ensure consistency in standards and delivery, as well as compliance with federal and internal trainingrequirements.

ESSENTIAL FUNCTIONS:

* Develops and implements training curricula for initial and recurrent training on operating rules and specialinstructions for Transportation, Engineering and Mechanical Department employees

* Develops, monitors and directs the administration of policies, procedures, practices and programs designed toensure operating employees are properly and continually developed to perform their duties in a safe manneradhering to all company and regulatory requirement

* Provides high-level and day-to-day leadership development and guidance, and technical direction and advice toa professional staff responsible for instructing a variety of operating craft employees

* Coordinates hiring plans, and operating rules and operating practices training schedules, and training programsin partnership with Human Resources, Crew Management, outside agencies and internal partners such as theSystem General Road Foreman, Director of Operating Practices, System Safety, etc., as well as Region andSubdivision Transportation leadership

* Oversees the training programs to ensure employees receive effective operating practices training

* Ensures curriculum is designed to meet all mandated standards while continually monitoring and updating thesecurriculums to improve programs, maximize instructional opportunities, and ensure mandatory quality standardsare maintained

* Solicits, monitors and analyzes performance measurement data to allow for more controlled decision makingDecisions at this level impact the entire organization

* Responsible for the execution of well planned, organized instructional sessions with the goal of operatingemployee understanding and compliance with company, federal and state rules and regulations governing railroadoperations

* The Sr. Manager is responsible for the achievement of operational safety goals by leading in a proactive roleaiding in the prevention of train accidents, employee and passenger injuries, avoiding FRA citations and fines

* Responsible for successfully maintaining and executing an operating practices program involving multiplefunctional areas throughout numerous and diverse operating regions and subdivisions, each with complex andvaried issues

* Manages, evaluates, coaches, motivates and develops subordinate staff

* The Sr. Manager is the liaison with the Operating Practices subject matter expert to provide final interpretation onoperating rules and practices and special instructions to ensure clear understanding and consistent application ofthe instructions, including governmental regulations impacting train operations

* Partner with staff to ensure all aspects of operations training are managed efficiently, effectively and incompliance with corporate and regulated training standards

* Ensures compliance with operating tests and inspection standards by regularly measuring and analyzing testeffectiveness, and updating testing instruments as indicated by analysis

* Must remain up-to-date and in compliance with company, federal and state rules and regulations governingrailroad operations

* Conducts regular audits of operating practices throughout the regions and subdivisions for regulatory complianceand works to develop and implement action plans to address trends taking corrective action and offering

innovative ideas for improvement in these areas

* Responds on site to assist in train accident investigations to determine causal factors to adequately respond toregulatory agency inquiries

* Responsible for directing any initiative requiring the development and implementation of technologies availableto enhance the operating practices programs, such as computer-based training

WORK EXPERIENCE:

* Demonstrated experience of at least three years as a trainer, instructional systems designer or manager of atraining function

* Knowledge of passenger railroad operations, collective bargaining agreements, federal regulations pertaining tooperating employees, i.e., 49 CFR Parts 217, 218, 219, 220, 228, 232, 238, 239, 240, 242, 243, 270 and 272

* Superior communication skills, including writing, speaking, and clear and compelling presentation of dataanalysis

* Experience in using PC based word processing, project management, spreadsheets and presentation software(e.g., Word, Excel, PowerPoint) to ensure effective business analysis and presentation

* Effective organizational, administrative, personal computing and problem solving skills

* Demonstrated experience in a supervisory or management capacity

* Extensive knowledge of Amtrak's operating system

* Extensive knowledge of Amtrak's TESTS system

* Significant experience working with successfully with internal customers and stakeholders

* Strong organization, budgeting and planning skills

* Experience demonstrating skill using Fingate and SAP

* Demonstrated leadership and management skills with proven ability to motivate others

* Effective interpersonal communication; time management; conflict resolution and investigation skills

* Demonstrated ability to successfully manage large, complex and diverse programs

PREFERRED WORK EXPERIENCE:

* Significant experience leading and managing others with varying levels of expertise, exhibiting innovativeleadership and management skills

* Experience working in a team environment, including senior staff and labor leaders

* Management experience as Assistant Superintendent, Director, manager or Supervisor/instructor

* Knowledge of Amtrak's business, operation and financial system

* Experience in business analysis and budgeting

* Current knowledge of Transportation and Customer Service Craft positions

* Experience with the development and implementation of training programs

* Demonstrated experience and/or practical application of Amtrak's operating practices for employees responsiblefor safe train movements

PREFERRED EDUCATION:

Advanced Degree in Education, Business or related field or equivalent combination of education, training and/orexperience

COMMUNICATION AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills

The salary/hourly range is $135,800-$176,040, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
