NENU), Changchun, China, known by the acronym
RUNIN (which stands for Rutgers University Newark Institute of Northeast Normal University).
RBS is seeking an Assistant Dean I,
RBS International Programs who will serve as the
RUNIN Vice Dean and represent RU-N and
RBS in implementing the provisions of the
RUNIN Agreement signed between RU-N and
NENU. Reporting to the
RBS Vice Dean for Strategic Partnerships & Academic Collaborations, grams, this position provides overall administration of
RUNIN from the Rutgers University perspective.
This position is responsible for all but not limited to the following:
- Functions as a seasoned professional with strong skills in planning, organizing, information integration, decision-making, and attaining results;
- Provides leadership and direction for a broad range of student service-related activities for RUNIN students while in China, including orientations to introduce them to Rutgers academic reputation and standards, academic advisement meeting Rutgers standards, registration assistance when the RUNIN students transfer to Rutgers in the junior year, co-curricular events, and enforcement of selected policies and procedures in China that meet Rutgers standards.
- Research and develop strategic plans for continuous improvement in all student-facing areas at RUNIN to meet Rutgers standards;
- Ensures sensitive handling of student development, diversity, and multi-cultural issues;
- Recommends and implements effective systems for data management and provides analysis of enrollment and engagement with Rutgers-oriented activities for RUNIN students in first two years of the 2+2 program;
- Supervises Course Facilitators hired at RUNIN to interface with Rutgers-appointed faculty teaching courses at RUNIN in hybrid mode during the first two years of the 2+2 program.
- Oversees and manages administrative details for Rutgers faculty teaching at RUNIN during their 10 days of in-person instruction in China.
- Travels to and from Newark, NJ, USA and Changchun, Jilin Province, China.
- May be required to stay a minimum of 45 days per semester when RUNIN classes are in session.

Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement. The flexible work arrangements outlined in Rutgers Policy 60.3.22 are part of a pilot program that is effective September 1, 2022 through August 31, 2024. Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Flexible work arrangements are not permanent, are subject to change or cancellation and contingent on the employee receiving approval in the FlexWork@RU Application System. Qualifications
Minimum Education and Experience |
- Requires a Ph.D, DBA, or other terminal degree in any field.
- A minimum of 5 years of experience in either student-oriented administration in a higher education setting, or 5 years experience in an instructional capacity in higher education.

Required Knowledge, Skills, and Abilities |
- Requires excellent communication and organization skills, computer literacy, especially in Microsoft Office Suite. This position is expected to represent Rutgers University in meetings with the higher echelons of NENU (a leading university in Northeast China with over 24,000 students). This echelon includes the President and the Communist Party Secretary of that university.
- The Rutgers-side RUNIN Vice Dean must have enough gravitas to be a strong advocate for the interests of Rutgers University-Newark and Rutgers Business School.
- The perception of seniority in the administrative or faculty ranks is important for the position to be able to do a proper job of representing Rutgers University.
- A well-developed sense of diplomacy, tact, but also firmness in holding all parties to respect the terms of the written agreement is necessary and will be sought after in the candidate for this position.

Preferred Qualifications |
- Familiarity and/or knowledge of Chinese culture.
- Knowledge of Rutgers undergraduate curriculum, admissions requirements, and academic policies are also desirable.
- Working knowledge of university financial accounting systems is also desirable but not necessary.
