Manager, Property

Reporting to the Deputy Director of Finance, this position serves as the principal resource responsible for MIT Lincoln Laboratory's government property and associated policies and procedures. Supervise a staff of 13 property administrators and assistants in the Property Office. Responsible for life-cycle government property management and accountability of tangible equipment and material at Lincoln Laboratory on Hanscom AFB, and over ten field sites related to the $20 billion Air Force research and development prime contract. Responsible for recurring inventories for over 83,000 lines of property valued at over $1.6 billion and related loans and transfers. Strong working knowledge of Government Regulations (FAR and DFARS) related to property management and accountability as well as experience dealing with Government audits is required.

• Supervises 13 Property Office staff which includes 5 direct reports.
• Provides expertise and guidance to technical programs on accounting definitions related to fabrications and capital procurements.
• Maintains MIT Lincoln Laboratory policies and procedures that relate to property management.
• Plans and executes internal inventories according to a planned schedule. Keeps track of inventory discrepancies and track inventory metrics on quantities and value.
• Coordinates external audits with Government agencies including annual Property Management System Analysis (PMSA) with the Defense Contract Management Agency (DCMA).
• Oversees contractor's self-assessments
• Interacts and coordinates property related activities with the laboratory's Technical Divisions, Service Departments, and U.S. Air Force Administrative Contracting Officer.
• Stays current with any changes in FAR, DFAR, or other Government regulations that deal with Government Property management or accountability. Ensure the Laboratory procedures are updated to reflect alignment with Government and MIT property policy.
• Manage process improvements
• Oversee ongoing transition to radio-frequency identification (RFID) for property inventory
• Participate in the laboratory capital asset management team

• Experience with supervising and developing staff, performance management, project management, strategic planning and resource allocation, customer service and maintaining a safe and effective work environment
• Bachelor's Degree in a business-related field is required
• Five+ years in equipment and material life cycle management in a government contractor or university environment having direct experience complying with FAR 52.245-1 "Government Property" (includes Alternate II), FAR 52.245-09 "Use and Charges" and various DFARS clauses.
• National Property Management Certification level CPPM (desired)
• Direct experience and demonstrated positive results with Defense Contract Management Agency (DCMA) Property Management System Analysis (PMSA)
• Indirect experience and positive results with various Defense Contract Audit Agencies
• Experience writing property management procedures, and implementing self-audit procedures for the FAR property clause outcomes including reconciliations
• Knowledge of Procurement Integrated Enterprise Environment (PIEE) to include the Government Furnished Property (GFP) Module and Item Unique Identification (IUID) module
• Experience in updating policy, procedure and results to organizational administrative and technical units, contributing to organizational learning and instructional opportunities
• Three to five years in equipment and material management in a university environment subject to OMB Uniform Administrative Guidance is desired
• Good presentation skills
• Experience with determinations of equipment identification, control levels and or capitalization of purchased/fabricated equipment policies.
• Familiarity with workflows associated with requisitions approvals and the receipt of property purchased, supplied or internally fabricated

• Experience with acquisition and control of contractor acquired or Government Furnished equipment and material
• Knowledge of database systems
• Comfortable with Microsoft Office applications
• Experience with participating in educational opportunities, maintaining professional networks and participating in professional organizations
• Experience with SAP would be desirable but other enterprise financial software or third-party property management software is necessary
