The Facility Security Officer (FSO) is responsible for implementing and maintaining a security program above the gold standard and compliant with the National Industrial Security Program Operating Manual (NISPOM) for a facility authorized to store, process, and generate classified information. The FSO ensures that all security practices align with federal requirements, oversees security operations and compliance, and maintains the integrity of the facilities security posture at the Superior and Commendable levels.
Responsibilities
Security Program Management
Develop and enforce facility security policie4s and procedures in compliance with NISPOM (32 CFR Part 117).
- Ensure proper safeguarding and handling of classified materials, including storage, transmission, and destruction.
- Conduct and document required self-inspections and corrective actions plans in accordance with DCSA guidelines.
- Manage and maintain the facility's Facility Clearance (FCL), and branch offices, including submission of necessary documentation and coordination with Defense Counterintelligence and Security Agency (DCSA).
- Maintain the FCL and ensure ongoing eligibility by submitting required documentation, changes, and sponsorships via National Industrial Security System (NISS).
DCSA Compliance and Reporting
- Act as the primary liaison with DCSA Industrial Security Representative (ISR).
- Submit required reports, documentation, and change notifications through NISS, DISS, and other DCSA platforms including:
- Loss, compromise, or suspected compromise of classified information
- Changes in KMPs
- Adverse Information reports
- Suspicious contact reports
- FCL sponsorship or modifications
- Prepare for and lead DCSA security reviews and assessments.
- Stay current on DCSA updates, advisories, and compliance requirements, and proactively adjust the facilities posture accordingly.
Personnel Security
- Process and maintain personnel security clearances via DISS.
- Maintain records of cleared employees and manage reinvestigations and continuous vetting requirements.
- Conduct initial, annual, and special briefings, debriefings, and insider threat training.
- Maintain accurate personnel records and briefings.
Classified Material Control & Information Security
- Oversee receipt, storage, transmission, and destruction of classified information.
- Maintain accountability and control of all classified assets and records.
- Ensure compliance with safeguarding standards including proper use of GSA-approved containers and Intrusion Detection Systems (IDS).
- Manage secure storage containers and combinations; ensure proper accountability of classified holdings.
- Maintain access control logs, courier authorizations, and destruction certificates.
- Oversee secure communications and courier procedures.
Insider Threat Program
- Support the Insider Threat Program Senior Official
- Monitor personnel behavior for insider threat indicators and maintain reporting protocols in accordance with NISPOM and DCSA requirements.
- Conduct annual insider threat awareness training and maintain documentation of compliance.
Physical and Industrial Security
- Manage physical access controls, alarm systems, and visitor control procedures for classified spaces.
- Coordinate with IT to ensure security integrity of classified processing environments.
- Support SCIF/SAPF operations in compliance with applicable directives.
- Ensure physical protection of classified processing and storage areas; coordinate with facility maintenance and security vendors for IDS/Secure Area issues.
- Manage the alarm response protocols and ensure compliance with UL 2050 standards.
Compliance and Liaison
- Serve as the primary point of contact with DCSA Industrial Security Representative (ISR).
- Prepare for and support DCSA security reviews and audits; respond to findings and recommendations.
- Collaborate with group leaders, program managers, IT personnel, and cybersecurity to align security practices.
Security Education Training and Awareness
- Develop, conduct, and document recurring training for all cleared and uncleared personnel on security procedures, counterintelligence awareness, and operational security (OPSEC).
- Maintain training records and ensure compliance with annual and caveat training certificate requirements.
**Must be willing to work onsite in Alexandria, VA, Monday through Friday (5 days a week). This is a fully onsite role with no remote or hybrid options at this time**
