Note: As of 4/11/2025, the payroll title for this position was changed to FINANCIAL ANL 5 (Title Code: 0216) DESCRIPTIONThe Department of Ophthalmology comprises 30 faculty physicians and scientists, twelve resident physicians, 13 (including clinical and research) post-doctoral physicians and scientists, and over 150 staff with six divisions - Glaucoma, Retina, Cornea & Refractive Surgery, Pediatrics, Oculoplastic, and Neuro-ophthalmology. In addition, clinical services are provided at the Shiley Eye Center, Ratner Eye Center, UCSD Health Sciences (UCSDHS), Hillcrest ambulatory center, and the Veterans Administration (VA) Hospital. The Department of Ophthalmology has the largest single outpatient clinic at the University of California, San Diego, with over 110,000 visits annually. Additionally, over 5400 surgical cases are performed. The Department of Ophthalmology is rapidly growing and looking to expand its practice at the Shiley Eye Center and in regional satellites, including the possible acquisition of existing practices. The position of Director, Budget and Financial Analysis for the Department of Ophthalmology reports directly to the Administrative Vice Chair (AVC) and serves in an oversight capacity over unit staff, and is responsible for strategic coordination, development, implementation, management, and monitoring of the overall departmental financial and operational systems and resources in the areas of academic and clinical operations, teaching, and research, inclusive of lab recharges and external lab service agreements. The incumbent functions as the organization-wide finance expert in the Department of Ophthalmology. Financial oversight with an annual budget of approximately $20 million across all missions (research, academic and clinical). This position also provides oversight to the financial activities of the Rady Affiliation which is a separate unit of the Vice Chancellor Health Sciences (VHCS) and is not under the direct purview of the Department of Pediatrics. The Rady Affiliation as an annual budget of $9 million. In addition to other responsibilities as necessary and identified or assigned, the incumbent will oversee any systems development and administration, financial and operational budgeting, analytics, and reporting, financial controls, data analytics processes, and data management. Independently and under the direction of the AdVC and in collaboration with the Directors of Business Operations, Research Administration, and Staff & Faculty Affairs, the incumbent is responsible for short and long-term planning, as well as development and implementation of policies and procedures for fiscal, administrative, and operational management for the department and its divisions. Incumbent must successfully collaborate with departmental leadership, division chiefs and administrators, program directors, and campus leaders, to ensure departmental and divisional goals and objectives are achieved through initiative and management leadership. The Director will oversee development of the financial, operational, and business analytics, reporting structure, providing growth and developmental opportunities to staff and overseeing the development and implementation of training classes where needed. The Director will partner closely with key stakeholders such as Rady Children's Hospital of San Diego and its related entities (i.e. Children's Specialists of San Diego), School of Medicine (i.e. Controller's Office and Budget Office) and UC San Diego Health System (i.e. Physician Group and Medical Center). This is a highly specialized position that has the responsibility for serving Ophthalmology as a leader regarding complex analytical issues and topics. MINIMUM QUALIFICATIONS
Pay Transparency Act Annual Full Pay Range: $104,900 - $198,900 (will be prorated if the appointment percentage is less than 100%) Hourly Equivalent: $50.24 - $95.26 Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
