Responsible for the day to day planning, coordination and updates for the WVU Medicine Emergency Management Program and Emergency Operations Plan (EOP) including both internal and external event responses. Additionally, responsible to help plan, resource and execute all hospital-wide EOP training and exercise events in support of WVU Medicine's overall disaster preparedness. Serve as a key member of the Emergency Preparedness Committee and provides project management and oversight for Emergency Preparedness tasks as assigned by the director. Serves as the Special Pathogen Treatment Center Coordinator for System Hospitals which includes all grant related reporting requirements, training, documentation and other related activities. Serve as the Hospital representative to local, state and regional hospital preparedness and association committees as needed in the absence of the Director.

MINIMUM QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1. Associate's degree in Emergency Management, Public Health, Public law, Law Enforcement or related field

OR High School Diploma AND two (2) years' Emergency Management experience in a healthcare setting.

2. A valid Driver's License is required.

3. Completion of FEMA Emergency Management Certifications within 6 months of hire.

4. Must be able to pass physical requirements necessary to conduct emergency response while wearing personal protective equipment (PPE).

EXPERIENCE:

1. Three (3) years' experience in an emergency management or disaster preparedness role.

2. One (1) year of experience conducting operational planning.

PREFERRED QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1. Bachelor's Degree in Emergency Management, Public Health, Public law, Law Enforcement or related field.

2. FEMA HICS 100, 200 NIMS 100, 200, 400, 700

3. HSEEP (Homeland Security Exercise and Evaluation Program) Certification.

EXPERIENCE:

1. Three (3) years' experience in emergency management or disaster preparedness in a healthcare setting strongly preferred.

2. Working knowledge of FEMA, SEMA CMS and Joint Commission standard compliance preferred.

CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position. 1. Assists the director with writing, coordinating and organizing all Emergency Operations Plans (EOPs) and policies with emphasis on Children's hospital, if applicable, to ensure compliance with regulatory agencies and integration with the overall hospital plans and policies.

2. Prepares class materials, tracks attendance, and maintains training records for all EM training. Assist departments and clinics with training staff as needed to maintain EM proficiency.

3. Assists the Emergency Management Program Director with all drills and exercises including tabletop, functional and full-scale drills in order to test Children's Hospital preparedness. Participates in a critique of each drill, records lessons learned, and develops improvement plans to address identified shortfalls.

4. Participates in environment of care rounds, site visits and fire drills with a multi-disciplinary team at WVU Medicine and off-site locations as assigned by the Program Director.

5. Develops and maintains a tracking system for Special Pathogen Treatment Center grant deliverables including training and education, supply inventory, and exercise development and execution in collaboration with the IPCU clinical program coordinators.

6. Serves as the key point of contact for all Special Pathogen Treatment Center coordination with regional, state and local authorities.

7. Ensures all activities and processes are in compliance with Joint Commission, CMS, NFPA and OSHA for WVU Children's Hospital, WVU Medicine Campus facilities and associated clinics and practices.

8. Educates and trains Hospital leadership and staff as required on the implementation of the Hospital Incident Command System (HICS).

9. Takes part in EM subcommittee groups as assigned and coordinates projects associated with various emergency management scenarios for external events (trauma, bio-terrorism, chemical, nuclear, infectious disease and natural disasters).

10. Participates in the Hospital Emergency Preparedness Committee and any related sub-committees; contributes ideas and assists the Director in the planning process. Proposes project plans and timelines for accomplishing outstanding tasks at the direction of the Director.

11. Collects, reviews and provides edit support to managers for departmental and clinic-level plans and ensure that the plans are comprehensive and cohesive.

12. Serves as the electronic emergency notification system (LiveProcess) administrator to assist employees with updates, password changes, distribution list maintenance and communication to employees as necessary.

14. Serves as the Primary trainer for the WVUH Hospital Decontamination Team to ensure the overall preparedness of the WVUH DECON team volunteers.

15. Conducts periodic maintenance and checks on emergency preparedness equipment and supplies to ensure that they are available and in good working condition.

16. Promotes a strong organizational structure through which designated hospitals , EMS agencies, long term care centers and frontline providers in collaboration with WVU Medicine and public health partners can best mitigate, prepare, respond to, and recover from infectious disease threats.

17. In collaboration with WVU Medicine Infection and Prevention Containment Unit (IPCU) leadership, identifies, prioritizes and addresses planning and procedural issues critical to advancing readiness for infectious diseases.
