HAZOP/PHA Facilitator

CDI Engineering Solutions, a wholly owned subsidiary of Tata Consulting Engineers Limited (TCE), is a multi-disciplinary engineering organization offering a full range of integrated engineering design, project support, procurement and construction management services to the energy and chemicals industries.

Provide a qualified team leader to facilitate HAZOP and LOPA studies at the Shintech Plaquemine facility to support the following objectives:

PHA Revalidation for selected portions of the VCM, PVC, and Ethylene Units.

LOPA for Level 1 Risk Scenarios as approved by Shintech.

MOC PHAs as requested by Shintech.

Consulting on PSM issues as requested by Shintech.

8 hour work days / 5 days per week

Specific duties of the Facilitator that apply to the above scope include:

1) Provide consulting to assist with development, implementation, maintenance and improvement of PHA/LOPA policies, procedures, and tools.

2) Maintain Area Node lists that describe the scope and schedule for ongoing PHA Revalidation effort.

3) Maintain the MI Audit database and report monthly on status of action item resolution.

4) Assist Shintech personnel with any internal or external audits of the PHA element at Geismar.

5) Maintain templates for HAZOP, LOPA, and other studies.

6) For each PHA:

1. Verify completeness of Process Safety Information, Node drawings, Charter and databases in coordination with the Scribe and Westlake personnel, prior to the first session.
2. Conduct the PHA review in accordance with Shintech policies and procedures.
3. Provide guidance to PHA Teams to ensure consistency of analysis and correct application of Shintech HAZOP/LOPA methodology.
4. Prepare for and lead Management Review meetings at the Plaquemine site after completion of each study.
5. Generate LOPA worksheets as needed, and facilitate LOPA studies.
6. Check and approve the final report for each study (which will be assembled by other on-site resources) prior to final issue.

Assist with recommendation resolution as requested by Shintech personnel.
