Payments and Disbursement Lead - California Remote

IEM is seeking a Full Time - Payments and Disbursement Lead to oversee and manage a team of Financial Analysts responsible for coordinating payments and reimbursements related to disaster recovery assistance. The Lead will perform financial analysis tasks such as award calculations and invoice reviews, while also providing leadership, managing team productivity, and ensuring compliance across all processes.

Primary Location:



  • Live anywhere that meets remote work requirements in the United States including Puerto Rico.
  • Work remotely from home or personal office location.


Essential Functions:



  • Oversee the Payments and Disbursement team, managing workload, communications, and providing leadership and guidance.
  • Perform financial analysis tasks alongside the team, including calculating disaster grant award amounts and reviewing invoices for eligibility and compliance.
  • Equip the team with the necessary tools and resources, ensuring access to current workflows, policies, and procedures.
  • Establish production goals and track daily progress to ensure objectives are met.
  • Review and ensure documentation submitted by payees meets eligible scopes of work and comply with program guidelines.
  • Facilitate communication with payees regarding ineligible funding requests and ensure efficient payment processing.
  • Conduct regular analysis, audits, and reporting related to payment processing workflow efficiency and compliance.
  • Coordinate outreach efforts to obtain signatures or necessary information from payees and establish business relationships.
  • Collaborate professionally with project staff to enhance team productivity and provide technical assistance.
  • Actively participate in relevant financial, compliance, construction, and QA/QC planning and status meetings.


Minimum Qualifications:



  • Degree: Bachelor's or Master's degree in accounting, finance, auditing, business or public administration, or a related field.
  • Experience: Three (3) years of experience in processing grant payments and developing production reports.
  • Three (3) years of experience managing teams of 5 or more people and delivering staff training.
  • Experience with federal or state grant programs and strong analytical skills.
  • Proficiency in MS Office, especially Excel.
  • Demonstrated fiscal management competencies, including integrity, accountability, and teamwork.


Preferred Qualifications:



  • Familiarity with federally funded grant programs such as CDBG/CDBG-DR, FEMA HMGP, Treasury ARPA, and CARES Act grants.


Additional Location and Travel Information:



  • Remote Work: All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purpose of maintaining the Internet connection, if needed.
