Assistant Facility Security Officer (AFSO)

The successful candidate should have working knowledge of managing and administering all security aspects for multiple programs, including implementing physical, program, facility, and information security requirements to ensure compliance with ICDs, 32 Code of Federal Regulation Part 117, NISPOM, and an understanding of NIST Risk Management Framework (RMF). Knowledge of processing personnel clearances, employee briefings, visit requests, ensuring the appropriate storage, marking, safeguarding, and disclosure requirements for the protection of classified information, physical security to include SCIF monitoring and to provide a wide variety of administrative and clerical duties. Experience with Defense Counterintelligence and Security Agency (DCSA) and their review process and FSO Toolkit is a must have.
Assistant Facility Security Officer (AFSO) duties include but are not limited to the following:
- Assist FSO with overall security program.
- Process new employee security clearances.
- Assist the FSO in the creation, management, and presentation of security training.
- Track security clearance investigations and perform administrative support functions to include e-App administration in the Defense Information System for Security (DISS).
- Provide security briefings, debriefings, and awareness training for all personnel.
- Create/Process SCI Nomination packages with customer for back up to CSSO if needed.
- Processing outgoing visit requests and certifications using DISS.
- Maintain Visit certification book for visitors at your location.
- Process and screen of security forms (SF86) of various background investigations, and associated paperwork for accuracy.
- Coordinate with building owner when Maintenance of building is needed.
- Provide and Maintain Alarm Response call list and perform Alarm Response.
- Be able to answer Alarm Calls with in 15minute.
- Maintain Alarm system, Add and subtract employees from system.
- Maintain Card Access system, Issue badges, keep database up to date.
- Escort Visitors and maintenance personnel when services are needed.
- Maintain Security container and SCIF lock combinations, Change combos as needed.
- Coordinate Generator maintenance with service personnel.
- Maintain safety protocols, such as fire extinguisher maintenance, keeping hallways clear, etc.
- Coordinate Cleaning service schedules for building.
- Maintain Shredder in working order and inspect every quarter.
- Maintain and monitor camera system, have working knowledge of system.
- Maintain OSHA postings.
- COMMSEC Manager, Maintain Crypto units and reporting forms management.
- Check mail PO Box system a few times a week.
- Coordinate new hires starting in the Harlem office with HR.
- Issue and maintain MFA Tokens for new and departing employees, high and low side.
- Coordinate Office supply orders.
- Coordinate with IT staff for IT issues and possible help with issues, such as restarting equipment on site.
Technical Knowledge/Skills/Abilities Required:
- Completion of all Defense Counterintelligence and Security Agency FSO training requirements (possessing/non-possessing)
- Current experience working with government information systems of record and a general understanding of personnel security investigation requirements is required.
- Integrity and a professional manner are required
- Possess a high degree of organizational and communications skills, both written and verbal.
- Must be able to work independently and irregular hours, if required
- Ability to conduct investigations objectively and professionally regarding sensitive issues and violations of written policies; make recommendations for disciplinary guidance as needed.
- Fully competent in using various software tools packages such as Microsoft PowerPoint, Excel, Word
- Strong procedural documentation skills are required
- Must be a self-starter who is organized, detail oriented and can handle multiple tasks at the same time
- Must possess a current Top Secret security clearance with the ability to obtain SCI Clearance and Maintain CI polygraph, FS poly would be helpful.
- Three to five years' experience as a security professional, experience using DISS, and other government systems such as Scattered Castles.
