Position Summary:

Applied Training Solutions, LLC is seeking a Validation / Reconciliation / Finance Specialist to support financial validation and reconciliation efforts for mission-related goods, services, and travel. This position will ensure documentation compliance for state and federal audits, manage invoice tracking and uploading, and coordinate with vendors and internal teams to maintain timely financial submissions.

Key Responsibilities:



  • Validate goods and services are received according to mission scope and with appropriate supporting documentation
  • Ensure all documentation meets audit standards for both state and federal partners
  • Verify invoice documentation and ensure accurate tracking and uploading in the Division's invoice portal
  • Coordinate with vendors to facilitate timely invoice submission
  • Ensure travel reimbursements align with Florida state travel statutes
  • Support travelers in submitting reimbursements upon demobilization
  • Compile complete travel packages with proof of payment and documentation
  • Maintain clear records of FLAIR transactions and MFMP activities
  • Collaborate with finance, logistics, and audit teams for reconciliation tasks


Basic Qualifications:



  • Data analysis skills and critical thinking skills
  • Working knowledge of state statutes, rules, and codes
  • Working knowledge of public assistance guidelines
  • Proficiency with Microsoft Office products
  • Working knowledge of FLAIR, FLAIR Transactions, and MFMP
  • Experience utilizing Salesforce-based programs and other software tools used by the Division
  • Florida Certified Contract Manager (FCCM) or equivalent
  • Must be a U.S. citizen


Preferred Qualifications:



  • Experience supporting financial validation or reconciliation in emergency management settings
  • Familiarity with FEMA financial documentation and audit standards
  • Knowledge of travel coordination processes in state agencies
  • Strong organizational and interpersonal skills

  • Performance Location: On-site while on assignment (location TBD)

  • Travel Required: Yes - up to 100% while on assignment


Working Environment:

The usual work environment includes an office or EOC setting at a location determined by assignment. The role may require extended work hours beyond 12 hours per day, coordination with various financial systems, and interactions with vendors and state partners. Travel regularly includes locations throughout the continental United States and its territories.
