Role Description:

The Chief Information Officer (CIO) and Executive Vice-President is responsible for shaping the technology and data strategy for DC Water. The role is responsible for harnessing the power of data and technology to drive innovation, deliver high-quality services, streamline operations, mitigate risks, and provide exceptional value to DC Water's customers. The CIO will lead a dynamic team of IT professionals and data scientists, ensuring the seamless integration of data-driven insights and technology into DC Water's business processes and fully leveraging the technology investments across all business units. The role will collaborate closely with DC Water's business units to ensure an integrated digital platform.



Essential Duties & Responsibilities:


  • Leads the technology-business relationship, represents the IT department in business discussions and drives the development of technology capabilities needed by DC Water.
  • Translates business strategies into supporting IT strategies and capabilities.
  • Develops & drives the implementation of a comprehensive data strategy and architecture to manage, store, and utilize data effectively.
  • Identifies emerging technologies to further DC Water's strategic objectives and fosters a culture of innovation among the employees.
  • Directs initiatives in machine learning, artificial intelligence (AI), and predictive analytics to improve data-driven decision-making, advance related technology and business opportunities, and enhance operational efficiencies.
  • Champions the digital transformation initiatives to implement and improve internal technology processes and digital capabilities that maximize productivity, making complex tasks more achievable and to enhance customer experiences.
  • Oversees DC Water's data assets and governance policies, ensuring quality, security, privacy, optimal use of data, and compliance with regulations.
  • Supervises the overall IT budget and spend and continually identifies and addresses opportunities for IT cost optimization and efficiencies.
  • Oversees the planning, management, optimization, and expansion of IT infrastructure and business systems, including cloud services and data centers.
  • Directs the development of IT infrastructure and Information Systems standards and policies, ensuring efficient and effective technology management, security, privacy, and compliance with regulations.
  • Ensures the selection and implementation of technology solutions that align with DC Water's business needs and objectives with a sound business case and appropriate Return on Investment (ROI).
  • Defines and explains the benefits, value, costs, return on investment, and risks of IT related projects to business partners, senior management, and other stakeholders in terms that will resonate with the stakeholders' various areas of the business.
  • Ensures high availability, reliability, performance, and security of systems and services.
  • Drives the development of advanced analytics, data modeling, and reporting capabilities to generate actionable insights for decision-making.
  • Oversees development, implementation, adoption, and enforcement of IT policies, procedures, and best practices.
  • Oversees the IT project and service delivery portfolio in alignment with DC Water's business needs and priorities.
  • Drives the implementation of agile methodologies to accelerate project delivery and ensure flexibility in responding to changing market conditions.
  • Directs organizational software design, acquisition, deployment, support, and maintenance.
  • Enforces robust cybersecurity measures to protect sensitive data, physical assets, and intellectual property.
  • Ensures compliance with data protection/privacy, regulations, and industry standards.
  • Attracts, develops, manages, advocates, and mentors a high-performing team of IT, cyber-security, and data professionals.
  • Accelerates the acquisition and enhancement of essential IT skills and capabilities, fostering the growth and development of these proficiencies through coaching and feedback within the IT workforce.
  • Supports and fosters strong, collaborative relationships with other departments.
  • Collaborates with vendors, partners, and service providers to evaluate, select, and procure technologies, services, and solutions that support the business strategy.
  • Provides oversight of vendor and service delivery to improve contracted outcomes and mitigate vendor delivery risks.
  • Performs any other duties as assigned by the Chief Executive Officer & General Manager.



Supervisory Responsibilities: Leads, coaches, advocates, and mentors a dynamic IT team. Monitors and evaluates department's performance towards meeting goals and success criteria. Provides guidance on professional development, fosters a collaborative work environment, and ensures effective delegation of responsibilities to achieve departmental objectives.

Key Working Relationships: Collaborates with executive leadership, department heads, and cross-functional teams. Works closely with the Chief Executive Officer, Chief Operations Officer, Chief Administration Officer, and Chief Financial Officer to align IT strategies with overarching business objectives of DC Water. Cultivates partnerships with external technology vendors, regulatory bodies, and industry associations to stay abreast of technological advancements and compliance requirements.

Required Experience:
15 years of proven experience as a CIO or in a similar senior leadership role with a strong focus on data, information management, business systems, and innovation.
Demonstrated experience in developing and executing data strategies, managing information systems, driving digital transformation, and implementing cutting-edge technologies.
Experience in analyzing the benefits, cost, return on investment, and risk of IT related projects and communicating to business partners, senior management, and other stakeholders.
Familiarity with IT service delivery and process management leading practices.
Minimum Education Requirements:
Bachelor's degree in computer science, Information Technology, or a related field from an accredited college or university, or equivalent years of experience.

Preferred Skills & Qualifications







Preferred Experience:
Experience in implementing solutions related to cloud computing, data analytics, artificial intelligence, machine learning, and other emerging technology trends, preferably in the water or utilities sector.
Familiarity with industry-specific regulations and compliance requirements.
Preferred Education Requirements:
Master's degree in Computer Science, Information Technology, or a related field from an accredited college or university.
