The Office of Economic Development and International Trade (OEDIT) was created to foster a positive business climate that encourages quality economic development through the support of local and regional economic development activities throughout the State of Colorado. A comprehensive slate of programs within OEDIT's divisions work together to offer economic development services for all Colorado businesses - new and expanding, traditional and emerging, small and large - including retention programs to ensure continued competitiveness of Colorado's economic base, and job training to keep Colorado's workforce the best in the nation.


Description of Job

This Program Manager position works within the Business Funding and Incentives (BF&I) division of OEDIT and is responsible for the management of the Advanced Industries Investment Tax Credit. This position has responsibility for the program applications which sit on a Salesforce platform. The program manager is engaged with the angel investing and startup communities as well as industry associations in order to understand the ecosystem and to facilitate investments in advanced industries startups through the tax credit.

The ideal candidate for this position is a detail-oriented self-starter, with experience in program development or management. The individual is organized and collaborative with cross-functional partners. The candidate is skilled at managing multiple responsibilities and has a high degree of integrity and accountability, and is committed to developing public programs with an equity, diversity, and inclusion (EDI) lens.

Specific Duties Include:

  • Maintain and process program applications in Salesforce, including communicating with applicants to obtain the required information.

  • Maintain and improve program guides, web pages, and applications.

  • Conduct education and outreach to startups and investors. Collaborate with angel investor groups and industry associations. Coordinate with other OEDIT staff whose programs focus on high-tech startups.

  • Track program metrics and support program analysis and evaluation. Coordinate collection and validation of data.

  • Help to design program policies and rules and implement statutory requirements for the Advanced Industry Investment Tax Credit. Collaborate with colleagues at the CO Department of Revenue. This person will become the subject matter expert.

  • This position may procure services or award grants which will involve scoping statements of work, monitoring contract performance, and processing invoices.

  • Create and track budgets, interfacing with state financial reporting and accounting systems.

  • Respond to legislative and public information requests under tight deadlines.

  • Special Assignments. Takes on other assignments and special projects per direction from the Division Director.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

  • At least three years of experience in program administration including detailed business processes and financial analysis

  • Or, Bachelor's degree in business administration, economics, finance, or a closely related field and one year of relevant experience.

Preferred Qualifications:

  • Experience in government program administration including interpreting and implementing legislation.

  • Experience in fund raising for and/or conducting due diligence on a startup company.

  • Experience working in a business accelerator.

  • Program Management: Plans, executes, and monitors projects and programs while consistently achieving high-quality results. Clearly understands the program purpose, priorities, and expectations. Provides clear support and execution so that all stakeholders have a mutually shared understanding. Anticipates and plans for contingencies and assures that projects are on schedule and completed successfully.

  • Planning & Organizing: Establish and prioritize tasks and objectives in order to manage time and resources appropriately.

  • Personal Integrity and Responsibility: Has a high level of personal responsibility for time-management, prioritizing deliverables under a heavy work-load, and driving results for the public good with a high degree of autonomy. Highly organized with strong attention to detail.

  • Computer Skills: This position requires intermediate to advanced computer skills. Microsoft Excel and Google Sheets - create models, manipulate datasets, use formulas, link data, and create pivot tables. Microsoft Word and Google Docs - write memos and letters and utilize a variety of formatting options. Experience in database design and management.

  • Financial and Accounting Literacy: Review and interpret business Income Statements, Balance Sheets, Cash Flow Statements, Capitalization Tables. Knowledge of early-stage business financing options. Manage program budget and annual tax credit pool.

  • Customer Service and Communication: Demonstrate a commitment to excellent service. Effective (and diplomatic) written and verbal communication. Assess personal styles and adjust one's own style of communication to optimize personal effectiveness.

  • Flexibility: Willingness to take on other, new, related duties and special projects as required by management. Able to adjust to new priorities and changing requirements and processes.

  • Critical thinking: Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to program issues. Strong analytical aptitude.

  • Passion: for OEDIT's Mission and the State of Colorado

Preferred Competencies:

  • Adaptability: Adapt quickly to change; able to handle multiple issues and navigate through resources in a calm, organized manner; open to new ideas and methods.

Supplemental Information

Salary Range: $65,000 - $80,000 Annually

This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. "At-will" employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
