See Yourself as a Scrum Master / Project Manager

The Scrum Master / Project Manager plays a key role in Radian's execution of an agile-like software development methodology. Candidates are expected to exhibit strong knowledge and background in Information Technology, particularly in Agile SDLC methods and application development management. The Scrum Master / Project Manager must be able to play a dual role:

* In a Scrum Master capacity: lead dedicated teams to deliver business functionality through development and quality assurance execution provided by subject matter experts on their teams. The Scrum Master works with Product Owners to ensure timely delivery of prioritized requests generated by the Radian business entities.

* In a Project Manager capacity: responsible for managing strategic business initiative scope, time, costs, quality, communications, resources, and risk. Candidate must have strong communications skills, be well organized, exhibit strong follow-up and follow-through skills, and have a track record of driving delivery within a complex matrixed Agile organization.

The individual will have experience managing projects in cloud environments, including:

  • Managing end-to-end cloud migration projects, including planning, execution, risk management, and stakeholder communication.

  • Developing and managing project plans for transitioning applications, data, and infrastructure to public, private, or hybrid cloud platforms (e.g., AWS, Azure, Google Cloud).

  • Collaborating with cross-functional teams (DevOps, security, architecture) to ensure alignment on cloud adoption strategies and best practices.

  • Identifying and mitigating risks specific to cloud environments, including security, compliance, and operational challenges.

  • Incorporating change management to ensure smooth adoption of cloud technologies, including stakeholder engagement, user training, and communication throughout the migration process.

Primary Duties and Responsibilities

Manage assigned projects utilizing the following:

  • Project Integration Management

  • Scope Management

  • Time Management

  • Cost Management

  • Quality Management

  • Resource Management

  • Communications Management

  • Risk Management

Manage and lead software-centric projects of high complexity and size, develop project plans and roadmaps, facilitate Agile ceremonies and actively remove impediments. Work with other Scrum Masters and Product Owners and Technical Owners to support project delivery objective(s).

Act as Scrum master for dedicated scrum teams with a focus on guiding the teams towards improving the way they work. Maintain relevant metrics that help the team see how they are doing.

Job Specifications

Knowledge:

  • Understand fundamentals of iterative development, software development processes and procedures, the value of commitments to delivery made by a development team, incremental delivery, and the value of metrics.

  • Understand common Agile practices, backlog tracking, burndown metrics, velocity, and task definition.

  • Strong knowledge of Project Management fundamentals as defined by the Project Management Institute in the Project Management Body of Knowledge.

  • Ability to work with the Scrum teams to develop project plans, roadmaps and manage Feature backlog. Communicate team plans, report impediments for escalation, identify risks/concerns to relevant stakeholders to help resolve.

  • Knowledge in the project schedule building process, including techniques for estimation, developing contingency and management reserve, PERT, critical chain, and Agile Feature backlog grooming.

  • Ability to build and manage a team of people for the purpose of effectively managing a project, and coordinate deliverables/tasks across multiple Scrum teams.

  • Experience relevant to the target project space should include knowledge of at least one but preferably more of the following: software development, software quality assurance testing, software technical specification development, data center build out, IT disaster recovery, high availability architecture implementation, data warehouse development, packaged software implementation.

  • Strong organizational skills with ability to negotiate and build a culture of continuous improvement.

  • Advanced problem-solving abilities and capabilities of handling multiple priorities simultaneously.

  • Ability to work independently and communicate with multiple levels, ability to build consensus on key strategic initiatives.

  • Basic knowledge of resource management, resource acquisition, resource effort estimation, resource leveling and project resource cost planning and tracking.

Skills and Abilities:

  • Must be a servant leader, able to garner respect from their team and be willing to get their hands dirty to get the job done.

  • Must be assertive to ensure Agile/Scrum concepts and principles are adhered to, must be able to be a voice of reason and authority, make the tough calls.

  • Experience in planning, organizing, leading, and facilitating cross-functional, matrix organized teams.

  • Technical certifications (PMI's PMP, SEI's CMM, Six Sigma, Microsoft's MSF, Java, BEA WebLogic, SAFe) a plus.

  • Experience in both Agile and Waterfall environments preferred.

  • Excellent skills with MS Project and Excel for the use of planning, tracking project details and presenting data to stakeholders, and PowerPoint for the purpose of communicating project information in presentation format.

  • Ability to manage multiple projects simultaneously.

  • Strong written and oral communication and presentation skills.

  • Excellent organization, follow-up and follow-through skills.

  • Strong working knowledge of Agile tools (JIRA or CA Agile Central/Rally - JIRA is preferred). Knowledge and experience with an enterprise project portfolio management tool (Daptiv, Clarity, Microsoft EPM).

  • Experience using and complying with a formal set of project management standards, templates and processes.

Other Position Parameters:

  • An understanding of the critical performance measures to evaluate operational effectiveness and customer satisfaction performance. In addition, the skill and experience to continually evaluate and improve performance against these measures.

  • Implement, monitor and govern the proper use and compliance with established Radian Agile SDLC policies, procedures and conventions.

  • A fundamental understanding of the "numbers" is critical encompassing budgeting, financial planning, capital justification, resource allocation, cost analysis, etc. P&L and balance sheet insight and/or experience are desirable.

  • Proficient in Microsoft Excel, Word, Visio, Project, Power Point.

Prior Work Experience

  • Technical: 5 - 8 years

  • Supervisory: None

Education and Credentials

  • Required: Bachelor's Degree, Concentration in Computer Science, Engineering or related field

  • Other Certifications: Certified Scrum Master (CSM) and/or Certified Scrum Professional (CSP) preferred; PMI Agile Certified Practioner (PMI-ACP) or PMI Project Management Professional (PMP) a plus.
