Description

We currently have two (2) Fiscal Analyst 3 roles to fill: a permanent role and a project role. The project role is funded through June 2026 with the potential to be extended through June 2027. Applicants may indicate their interest in one or both roles.


Duties

This recruitment will remain open until filled. Applicants who apply by 8:00 am (PST) on Monday, September 15, will get first consideration.

Interviews will be in person at our Tumwater Office and will be scheduled on September 22, 23, and 24, 2025. The hiring manager reserves the right to make a hiring decision at any time during the recruitment process.
Permanent Role - Distributions Balancing & Tax Reporting

The Opportunity:
We are looking for a Fiscal Analyst 3 to join our team in a permanent capacity. In this role you will focus on overseeing retirement systems' disbursements and annual tax reporting. You will ensure the integrity of monthly benefit payments, support IRS compliance activities, and contribute to training and oversight for distribution-related processes. Your expertise will directly support the accuracy and reliability of retirement benefits for thousands of Washingtonians.

Some of what you'll do includes:

* Reviewing and analyzing accounting data to ensure accuracy of over $500 million in monthly pension disbursements.

* Reconciling control totals, investigating discrepancies, and monitoring corrective actions to maintain payment integrity.

* Reviewing, verifying, and reconciling IRS deposits and refunds across multiple retirement systems.

* Drafting and reconciling annual IRS 1099-R and 1042-S tax reports to ensure compliance with federal regulations.

* Supporting and training fiscal staff on payment corrections, reissues, and other distribution-related processes.

* Collaborating with internal teams, the record keeper, and financial partners to resolve issues and maintain accurate reporting.

OneWA Project Position

The Opportunity:
We are seeking a detail-oriented and experienced Fiscal Analyst 3 to support the agency's readiness for the statewide OneWA accounting system transition. This project-based role provides the opportunity to apply your financial analysis and reconciliation skills while backfilling critical fiscal functions that enable other team members to participate in project activities. You will play a key role in ensuring the agency maintains accurate, timely, and compliant fiscal operations during this major system change.

Some of what you'll do includes:

* Analyzing daily and monthly reports of contributions, rollovers, distributions, and payments to identify and correct discrepancies.

* Coordinating and validating daily fund transfers with the Office of the State Treasurer to ensure timely investments and customer disbursements.

* Preparing daily deposits, reconciling activity, and monitoring cash flow to support investment and benefit payment needs.

* Performing reconciliations and journal entries in the Agency Financial Reporting System (AFRS).

* Supporting employers with reporting corrections in the Employer Reporting Application (ERA).

* Researching and resolving complex accounting anomalies such as contribution rejects, disbursement reversals, and lost earnings activities.

* Documenting procedures and suggesting improvements to support effective fiscal operations.

NOTE: After successful completion of the review period and effectively demonstrating the ability to perform work independently, you may be eligible to telework up to two (2) days per week, at the discretion of the Appointing Authority and with a telework agreement in place. You must live within a reasonable commuting distance (less than 50 straight-line miles) to the DRS building in Tumwater, WA, and must be willing and able to adjust your telework schedule whenever necessary to complete work assignments, attend mandatory meetings, trainings, etc., at the DRS facility.



Qualifications

Required Qualifications (for both roles):

* Demonstrated experience in analyzing, processing, reconciling and balancing transactions and accounting records;

The above experience is typically gained through at least four (4) years of full-time professional experience. An associates degree or higher in accounting or a closely related field (including 18 quarter or 12 semester hours in accounting), may substitute for up to two years of experience

Experience can be gained through various combinations of professional employment and volunteer/personal experience.

* Intermediate proficiency utilizing Microsoft Outlook and Excel; and

* Demonstrated proficiency in the following competency areas:

Uses data and information in a clear and rational thought process to assess and understand issues, evaluate options, form accurate conclusions, and make recommendations/decisions.

Understands how numbers are related, combined, and estimated; accurately executes arithmetical calculations such as addition, subtraction, multiplication, and division. Quickly recognizes when the results of a mathematical operation are inconsistent with expectations and detects probable errors in calculations.

The following experience is not required but will set you apart:

  • Experience with the state's Agency Financial Reporting System (AFRS) and it's processes.
  • For the FA3 Permanent role; experience in tax preparation.
