Job Overview
The candidate will provide procurement support for the Naval Information Warfare Center's (NIWC) US Coast Guard (USCG) Integrated Product Team (IPT). This position work directly with NIWC personnel to submit, track and report on MILSTRIPs, P-Cards, and contracts for NIWC USCG Projects. Work Model: Hybrid
Responsibilities
Essential Duties & Job Functions:
- Manages and implements new and revised policies and procedures affecting procurement processes.
- Direct the procurement team to ensure policies are compliant in accordance with applicable NIWC procurement policies within strict timelines.
- Work with vendors to ensure adherence to requirements (delivery time, quality standards, etc.) of all awarded purchases.
- Develops and implements strategic sourcing strategies to meet organizational needs while fostering competition and ensuring cost efficiency.
- Reviews procurement requests for cost effectiveness and provides recommendations for alternative solutions as needed.
- Utilizes strong problem-solving skills to address issues related to efficiency, product quality, and vendor performance.
- Submit MILSTRIPs.
- Request, acquire, evaluate, track, and report Quotes from potential vendors.
- Submit P-Cards.
- Research order status in OTS and through DLA and NRP.
- Communicate order status to IPT personnel.
- Ensure order status is updated in the NIWC IPT Procurement Tracker.
- Maintain accountability of purchased material and supplies.
- Communicate with financial POCs on funding documents, WBS numbers and expiration dates.
- Attend meetings as needed.
- Create PRs.
- Track orders with the IPT Warehouse and other receiving locations.
- Maintain strong organizational and interpersonal skills (e.g., time management, communication with other employees and vendors, setting goals, delegation, working under pressure, self-motivation, analytical thinking and problem-solving, and attention to detail).
Accountable For:
- Ability to be accountable for tacking all orders that come into the IPT under their responsibility. You must update the status on orders in the NIWC IPT Procurement Tracker every two weeks. The candidate must track that items are received to meet deadlines and communicate with IPT members when those deadlines are at risk.
- Ability to maintain access to One Touch Support.
- Working knowledge of NIWC procurement processes and requirements
- Ability to meet quickly learn new methodologies/processes, software applications in fast-paced working environment.
- Ability to exercise sound judgment in critical situations.
- Ability to effectively interact with customers, teammates, and coworkers.
- Skilled in effectively managing and prioritizing multiple projects/schedules to achieve required results
- Demonstrating strong organizational skills
- Demonstrating excellent oral and written communication skills
Job Requirements
Mandatory:
- BS degree business administration or
- Three (3) years of experience in Procurement Management.
- Minimum three (3) years' experience supporting the USCG.
- Experience with NIWC IPT Procurements.
- Experience using OTS.
- Experience tracking MILSTRIPs.
- Experience showing good communication, interpersonal, motivational, and organizational skills.
- SECRET Security Clearance.
- U.S. Citizenship.
- Must be able to successfully pass a pre-employment background check and pre-hire drug test.
Preferred:
- N-EPR access is eligible.
Working Conditions:
- The candidate must be able to work at a desk and computer for long periods of time. The noise level in the work environment is moderate.
