The Compliance and Records Manager is responsible for managing official university records related to behavioral threat assessment and management (BTAM), Clery Act compliance, and campus safety and prevention initiatives. This position ensures the integrity, security, and regulatory alignment of sensitive data while enabling informed decision-making across the university. Operating in a cross-departmental structure across the Office of Preparedness and Response, the Office for Access and Equity, and the Office of the Dean of Students, the manager facilitates interdepartmental coordination and plays a pivotal role in ensuring accurate and comprehensive records documentation, maintenance, retention, and analysis.
Duties & Responsibilities
Serve as the custodian of record for all behavioral threat assessment and management (BTAM) records ensuring secure, accurate, comprehensive, and timely documentation.
Lead records strategy and data management for UIC's Behavioral Threat Assessment Team (BTAT), ensuring the accurate and secure handling of all BTAM-related documentation, including reports, risk assessments, communications, timelines, intervention plans, and outreach initiatives.
Administer case management platforms (e.g., Maxient) for BTAM functions, ensuring data integrity, streamlined workflows, and end-to-end audit trails from intake through case resolution.
Analyze threat-related data-including source reports, collateral interviews, and risk tools-to identify behavioral trends, evaluate intervention strategies, and inform BTAM policy and procedural improvements.
Coordinate with law enforcement, mental health professionals, student affairs, and university leadership to strengthen cross-functional collaboration, promote early intervention, and support a culture of safety and resilience. Support delivery and tracking of specialized BTAM training and exercises for BTAT members and stakeholders, utilizing evidence-based threat assessment models and case-based learning to enhance institutional readiness.
Collect, organize, and analyze BTAM case data, including reports, collateral interviews, open source information, risk assessments, intervention strategies, and case outcomes to support trend analysis and inform policy, procedure, and program updates.
Lead form design and review processes for BTAM and Clery reporting and assessment tools.
Serve as the custodian of record for all Clery Act records (e.g., policy disclosures; crime and fire statistics; disciplinary referral data; programming related to crime prevention, security awareness, sexual misconduct prevention, and hazing prevention) ensuring secure, accurate, comprehensive, and timely documentation.
Manage, regularly audit, and update the university's Clery geography database, ensuring documentation and accuracy of all Clery-reportable locations across 8 separate campuses; administer Clery geography registration forms; manage data workflows and communications with appropriate stakeholders.
Oversee the collection and management of records for Campus Security Authorities, including CSA report submissions, official requests for crime statistics, CSA training records, and CSA outreach and educational programming.
Oversee collection and management of an annual compliance files for the Annual Security and Fire Safety Report, including the past seven years of crime statistics, fire logs, program logs, policy disclosures, and communication records.
Lead regular audits and archiving of records in accordance with university and legal retention schedules.
Collaborate with units to prepare Clery and BTAM reports and data summaries for use in institutional publications, internal/external communications, and reports to leadership.
Lead documentation and tracking of compliance-related training programs, ensuring readiness for audits and maintaining detailed training records for audits and maintaining detailed training records for Clery Act, Violence Against Women Act, Stop Campus Hazing Act, Drug-free Schools and Communities Act, Title IX, Campus Security Enhancement Act of 2008, and other mandates related to campus safety and prevention.
Maintain records of training and educational outreach efforts related to safety, prevention, compliance, and other initiatives relevant to the Office of Preparedness and Response.
Participate in the development and facilitation of training and exercise programs for faculty, staff, and students.
Assist in university emergency preparedness efforts, including participation in the Campus Emergency Operations Center (CEOC) and the Campus Incident Response Team (CIRT) during critical events. Collaborate with team members on public-facing safety initiatives, including mobile applications, website content, marketing materials, and social media campaigns.
Perform other related duties and participate in special projects as assigned.
Minimum Qualifications
- Bachelor's Degree in Public Administration, Public Health, Threat or Risk Management, Social Work or related field.
- Strong planning, operations, continuous process improvement experience.
- Experience in building and maintaining collaborative relationships with various stakeholders.
- Ability to operate in high-stakes, multi-stakeholder environments.
- Highly developed analytical and problem-solving and communication skills.
- Good organizational skills and attention to detail.
Preferred Qualifications
- Master's Degree in Public Health, Threat or Risk Management, Public Administration, Social Work or related field.
- Case management experience.
- Experience with Maxient or similar case management systems.
- Knowledge of or experience using structured professional judgment instruments (e.g., WAVR-21, SIVRA-35 or similar applications).
- Experience working with diverse populations.
- Knowledge of FERPA, HIPAA, ADA, Title IX, Clery Act, and campus security regulations.
