HJF is seeking a Senior Strategic Advisor to provide high-level guidance and actionable recommendations to leadership in support of large, complex military-civilian health programs. This role focuses on shaping program strategy, enhancing coordination across multiple program managers, and ensuring alignment with the mission and priorities of the Uniformed Services University's National Institute for Defense Health Cooperation (NIDHC). This position requires strong analytical skills, the ability to synthesize complex information into practical recommendations, and the ability to work collaboratively across multiple teams and organizations.

This position will be in support of the Uniformed Services University of the Health Sciences (USU) National Institute for Defense Health Cooperation (NIDHC). The mission of NIDHC is to support military and civilian health operational readiness in crisis and conflict. NIDHC is a unique organization that acts as a central source of coordination and support of health operational readiness for the U.S. Department of Defense (DoD) and coordinates and collaborates among six U.S. Departments: DoD, Homeland Security, Health and Human Services, Veterans Administration, State, and Transportation.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.



  • Strategic Guidance: Advise senior leaders on opportunities, challenges, and options to advance large, complex mil-civ health programs. Translate emerging trends and operational needs into actionable recommendations.
  • Program Support: Work with multiple program managers to strengthen program execution, align resources, and ensure initiatives are connected to broader strategic objectives.
  • Analysis and Recommendations: Monitor key developments affecting defense and public health, assess their implications, and develop evidence-based strategies to address gaps or opportunities.
  • Communication and Reporting: Develop concise, high-impact reports, options papers, and briefing materials for senior leadership and external stakeholders. Present findings and recommendations in a clear and actionable manner.
  • Stakeholder Engagement: Build and sustain relationships with interagency partners, external stakeholders, and contractors. Facilitate alignment across diverse organizations to ensure shared understanding of objectives and priorities.
  • Coordination and Planning: Support operational and logistical planning for major initiatives, ensuring seamless communication among program teams, leadership, and partner organizations.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.


Education and Experience



  • Master's Degree required (Economics, Statistics, Political Science, Health Analytics, Public Health Policy or related field of study); Doctoral Degree preferred
  • Minimum of 10 or more years of experience required


Required Knowledge, Skills and Abilities



  • Demonstrated experience working across complex, mil-civ projects and ability to analyze data to develop results and findings that inform policy and/or health recommendations.
  • Ability to synthesize information and develop courses of action to recommend the best way forward to high-level stakeholders and partners.
  • Ability to work in a cross-functional capacity with strong interpersonal skills.
  • Excellent written and oral communication skills.
  • Strong knowledge of defense or security strategies and objectives, ability to digest military doctrine and government policy and produce informative papers and briefs. Ability to work in an adaptive environment with senior level military officers.
  • Ability to work in an adaptive environment with military, federal civilian, and contractor personnel in supporting DoD goals and objectives in the public health, health security, and health policy domains.
  • Ability to obtain and maintain a T3 Secret Clearance.


Work Environment



  • This position will take place primarily in an office setting.


Compensation



  • The annual salary range for this position is $120,600-$224,000. Actual salary will be determined based on experience, education, etc.
