The purpose of this position is to oversee the Communications Center operations and public safety dispatch under the general direction of the Deputy Chief. This is accomplished by updating policies and procedures, responding to complaints, and preparing reports and documentation. Other duties may include managing the Unit, overseeing the budgetary process, supervising assigned personnel and interfacing with other City employees and citizens. This position provides direction for other employees.

Essential Functions

  • Oversees operation and maintenance of telephones, computers, and communications equipment associated with public safety communications.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Interprets, explains, and ensures compliance with all applicable laws, rules, regulations, standards, safety practices, policies, and procedures.
  • Manages assigned personnel by motivating and leading, correcting personnel issues, resolving problems and administering the disciplinary process.
  • Develops and implements long and short term strategic plans, goals, and objectives for the Communications Unit. Evaluates efficiency and effectiveness of programs, operations, procedures, and resource management; implements improvements in programs, operations, procedures, and resource management; implements improvements in programs and operations procedures as needed.
  • Develops, updates, and implements standard operating procedures governing Communications Center operations.
    Coordinates communications functions among the Police Department, Fire Department, and Communications Unit and resolves issues between the entities.
  • Responds to inquires or complaints related to Communications Center operations, activities, or personnel. Researches inquiry/complaint, reports findings, and initiates resolution.

Job Requirements

Formal Education / Knowledge

Associate's degree in public safety or a related field or equivalent combination of education and experience.

Experience
Over six years of relevant experience of which at least four are in a supervisory capacity.

Certifications and Other Requirements
  • Valid Texas Class C Drivers License
  • TCLEOSE Intermediate Telecommunicators Certificate
  • State of Texas Department of Public Safety Full Access Certificate
  • Emergency Medical Dispatch Certificate
Overall Physical Strength Demands
Light - Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly OR requires walking or standing to a significant degree.

Supplemental Information

Reading

Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Math
Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Writing
Intermediate - Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Managerial
Receives administrative directions. The employee normally performs the duty assignment within broad parameters defined by general organizational requirements and accepted practices. Total end results determine effectiveness of job performance.

Budgetary Responsibility
Does research for documents, compiles data for computer entry, and/or enters or oversees data entry. Has responsibility for monitoring budget expenditures (typically non-discretionary expenditures) for a work unit of less than department size (programs, activities, projects or small organizational units).

Supervisory/Organizational Control
Work requires managing and monitoring work performance by directing subordinate supervisors or administrators, including making recommendations on hiring and disciplinary actions, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments, as needed.

Complexity
Work requires analysis and judgment in accomplishing diversified duties. Requires the exercise of independent thinking within the limits of policies, standards, and precedents.
