Ultra's - Encryption Management business is growing, and we're looking for a Senior Program Manager who wants more than schedule ownership - someone who wants to lead complex, high-impact programs at the intersection of technology, mission, and execution.

This role manages cutting-edge lifecycle management programs for COMSEC and cryptographic systems, supporting customers who rely on us to keep their missions operational, compliant, and secure. If you enjoy translating mission needs into executable programs, working closely with engineering teams, and owning outcomes end-to-end, this is a rare opportunity to do exactly that.

What You'll Be Leading
*Programs that deliver and sustain encryption and COMSEC lifecycle management solutions for U.S. DoD, NATO, and allied customers
*Cross-functional teams spanning systems, software, hardware, security, and operations
*Efforts where earned value discipline, technical risk management, and customer trust are critical to success
*Programs that evolve over time - not one-off builds - supporting real systems in real operational environments

You don't need to be a crypto expert on day one - strong program leadership, financial discipline, and willingness to learn matter more than prior COMSEC experience.

Role Responsibilities

  • Own program execution end-to-end, including revenue, cost, margin, schedule, and delivery across multiple programs
  • Establish and maintain earned value baselines, ensuring metrics are accurate, meaningful, and aligned with program objectives
  • Develop and maintain integrated program schedules (MS Project), including resource loading, baseline management, and weekly reporting
  • Identify, track, and actively mitigate programmatic and technical risks
  • Lead internal and external program milestone reviews, including preparation and delivery of executive-level material
  • Present clear, actionable program status updates at monthly executive reviews
  • Lead and mentor program teams, including project engineers and technical contributors
  • Coordinate across Contracts, Finance, HR, and Procurement to support program execution
  • Support proposal development for follow-on work and new program pursuits
  • Build trusted relationships with customers and serve as a primary program interface
  • Partner with Business Development to support strategic growth initiatives
  • Own creation and delivery of required program artifacts, including:
    • Program Management Plans
    • Risk Management Plans
    • Monthly Status Reports
    • Contract Data Requirements Lists (CDRLs)
  • Balance priorities across multiple efforts while maintaining forward momentum

What We're Looking For

Required Qualifications

  • Active U.S. Government Secret Security Clearance (U.S. citizenship required)
  • Bachelor's degree in Engineering (or related technical discipline)
  • 8+ years of experience in engineering development program management
  • Demonstrated success managing complex, multi-discipline technical programs
  • Strong understanding of earned value principles (experience welcome; willingness to learn essential)
  • Experience executing programs using both waterfall and agile methodologies
  • Familiarity with the DoD acquisition environment
  • Experience working with DoD customers and/or major defense prime contractors
  • Proficiency with MS Office, MS Project, EVMS and risk management tools
  • Excellent written and verbal communication skills
  • Strong leadership presence, accountability, and problem-solving mindset

Desired / Differentiating Experience

  • Top Secret clearance
  • Cryptographic or secure communications program experience
  • Exposure to COMSEC lifecycle management concepts, including:
    • Key Management Infrastructure (KMI)
    • Electronic Key Management System (EKMS)
    • Tier 2 key management applications
    • Tier 3 electronic key fill devices
  • COMSEC training or briefing experience
  • High Assurance / security certification program exposure
  • Strong business acumen and experience supporting program growth
