The Billing Manager oversees all student billing and accounts receivable functions within the Financial Accounting Services department. This role ensures accurate assessment of tuition and fees, timely billing cycles, payment processing, collections management, and compliance with institutional and regulatory requirements. The Billing Manager collaborates closely with Financial Aid, Registration and Enrollment, while providing leadership to the billing team.

ESSENTIAL DUTIES AND RESPONSIBILITIES: This position description should not be interpreted as all inclusive. It is intended to identify the major responsibilities and requirements of the job. - Manage the student billing process, including students and third parties billings as well as payment plan set up.
- Monitor delinquent accounts, implement collection strategies, and coordinate with outside collection agencies as needed.
- Oversee financial aid activities relating to college receipt and disbursement of funds; oversee student refunds and compliance.
- Serve as primary point of escalation for complex billing questions.
- Direct and monitor electronic banking activity for college including credit card and online payment processing. Supervise cash handling and business banking activities.
- Responsible for enterprise and fiduciary cash activities and proper accounting for college.
- Oversee unclaimed property and other related functions.
- Calculate, prepare, and submit periodic sales tax returns, including preparing required schedules and supporting documentation.
- Manage 1098-T processing and ensure regulatory compliance.
- Supervise billing staff, including hiring, training, scheduling, performance evaluation, and professional development.
- Participate in and contribute to assignments and special projects of a similar nature and level. Maintain current professional and technical knowledge in the field through professional education and activities.

Minimum Qualifications

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Strong understanding of student information systems and financial processes.
- Effective leadership and interpersonal skills.
- Ability to work effectively with a variety of people and backgrounds.
- Excellent analytical, organizational, and problem solving skills.
- Exceptional communication and customer service abilities.
- Strong Microsoft Office skills (Excel, Word, PowerPoint).
- Ability to read, understand, and explain complicated procedures and regulations; to communicate effectively both orally and in writing; and to organize and schedule work priorities effectively.
EDUCATIONAL AND EXPERIENCE REQUIREMENTS:
- Bachelor's degree in Accounting, Finance, Business Administration, or related field.
- Three (3) to five (5) years of experience in billing, accounting, or finance, preferably in higher education.
- Supervisory experience, with demonstrated ability to lead a team.

This is a full-time position scheduled for 40 hours per week. The selected candidate is expected to begin employment on or before April 20. The typical work schedule will be Monday through Friday, 8:00 a.m. to 4:30 p.m. All applicants are required to submit a completed application, along with a current resume and cover letter.
