Works within our Wastewater Collection Division to lead and support crews in a robust operations and maintenance program responsible for maintaining the conveyance of wastewater through nearly 3,400 miles of pipe within the county's sanitary sewer infrastructure.
Key responsibilities include:
- Leads and supervises the Sewer Maintenance Group, overseeing employees and frontline supervisors to ensure effective operations and compliance with policies while fostering a positive work culture through emotional intelligence.
- Manages the full employee lifecycle, including hiring, training, mentoring, performance management, and disciplinary actions in coordination with HR, while maintaining accurate position descriptions and completing separation documentation.
- Oversees preventive and scheduled maintenance of the sewer collection system, ensuring the safe and reliable operation of equipment, vehicles, and trailers, developing and updating SOPs, conducting field inspections, and responding to sewer related emergencies.
- Manages procurement of goods and services, inventory control, and purchasing approvals, while monitoring fleet routes and driving behavior to support safe and efficient operations.
- Coordinates work and communication with residents, vendors, contractors, and county agencies, serving as the primary point of contact for citizen and vendor concerns.
- Participates in agency and interdepartmental meetings to align operations and ensure quality control measures are in place to meet performance standards.

Wastewater Management positions are responsible for providing uninterrupted sewer service to residents during extreme inclement weather or other emergencies. This position is designated as emergency service and is subject to 24-hour on-call and may be required to report to work during extreme inclement weather or other emergencies, including after-hours and weekend work during emergency incidents to fulfill emergency service duties. Overtime may be mandated when emergencies occur related to the health, welfare, or safety of either the public or employees.

NOTE: The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) as emergency essential personnel staff and is required to report to work during extreme inclement weather and during emergency situations to fulfil emergency services.

MINIMUM QUALIFICATIONS:

Graduation from an accredited college or university with an associate's degree in environmental sciences, engineering, construction management, or a related field; plus two years of experience in an environmental, engineering or construction management program.
CERTIFICATES AND LICENSE REQUIRED:
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and pre-employment medical evaluation to the satisfaction of the employer prior to appointment.
PREFERRED QUALIFICATIONS:
- Operational Continuity Management: One or more years of experience planning, coordinating, and ensuring continuity of day-to-day field or maintenance operations, including estimating and allocating personnel, equipment, materials, and resources.
- Employee Relations Management: One or more years of experience applying organizational policies and procedures to support employee performance and conduct, including coaching, documentation, and coordination with human resources on corrective actions.
- Customer Service: One or more years of experience serving as a primary point of contact for customers, residents, vendors, contractors, or partner agencies, including responding to inquiries, resolving concerns, and supporting service delivery.
- Safety and Regulatory Compliance: Experience applying safety standards and regulatory requirements relevant to field operations (e.g., OSHA construction principles, utility safety practices, environmental compliance requirements).
- Microsoft Office Proficiency: Experience using Microsoft Office applications (such as Excel, Word, and PowerPoint) to prepare documents, spreadsheets, reports, and presentations as part of regular job responsibilities.
- Data Management: Experience collecting, organizing, analyzing, and using operational data to support decision-making, process improvement, or performance measurement.
- Utility Map and Drawing Interpretation: One or more years of experience reading, interpreting, and applying information from utility infrastructure maps, sewer system drawings, engineering plans, or related technical documents in operational decision making.
PHYSICAL REQUIREMENTS:
Ability to climb various types and sizes of ladders. Ability to operate county-owned vehicles to travel to various work locations. Ability to read, write, and communicate effectively in English. Ability to safely enter and perform work in permit-required confined spaces containing raw sewage, using confined space entry equipment rated for individuals up to 310 pounds. Ability to safely lift, carry, and/or maneuver tools, materials, and equipment weighing up to 90 pounds, using proper safety techniques and reasonable accommodations, as needed. Ability to sit, stand, walk, bend, kneel, crouch, and work in awkward or confined positions for extended periods. Ability to traverse a variety of terrain types to access sanitary sewer system locations. Ability to work in a wide range of weather conditions, including excessive heat, cold, and precipitation, and in environments that may involve exposure to and contact with raw sewage. Sufficient manual dexterity and tolerance for occupational noise levels to effectively perform construction and maintenance-related tasks. Sufficient visual acuity to read design plans, technical drawings, maps, and other documents in both paper and electronic formats.
