Job Announcement

This position performs a variety of accounting and accounts payables functions that requires knowledge of basic procurement and generally accepted accounting principles. Supports the financial specialist I (FS I) as required. Responsible for: processing agency-approved encumbrances and creating purchase orders for complicated mental health, behavioral, and social services based on the requests of referring agency case managers from all human service agencies and coordinating with Fairfax County public schools (FCPS) for students eligible for CSA funding for services funded by Children's Services Act (CSA), system of care (SOC) mental health initiative (MHI), adoption subsidy (ADP), and Title IV-E (IVE); coordinating with CSA and IVE staff on completing detailed eligibility requirements assessment for funds access, processing invoices in a timely manner; responds to inquiries from vendors, county agencies and staff concerning purchase orders, invoices, or other accounting related matters; maintaining accurate and up to date files in both hard copy and electronic formats (harmony and focus); interacting with staff in FCPS to support their activities for students receiving CSA, IVE, SOC, or MHI funding; researching and preparing documentation for annual local CSA and biannual IVE audits and other periodic audits from local, state, or federal level; working with the financial specialist I in responding to FOIA requests via the office of county attorney; conducts system-to-system reconciliation of accounting transactions; participates in financial management process review and improvement to include implementation and ongoing assessments as required. Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to high school graduation and three years of experience providing administrative support in the assigned functional area(s).

CERTIFICATES AND LICENSES REQUIRED:
None.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete a criminal background check, and a Child Protective Services Registry check to the satisfaction of the employer.

This position is considered essential personnel and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).

PREFERRED QUALIFICATIONS:

  • Finance/accounting experience or equivalent level work experience with county, state and federal funding
  • Experience using financial management systems, such as FOCUS or SMART and experience with human services management information and payment systems. Working knowledge of IMS a plus.
  • Intermediate to advanced Microsoft Excel skills
  • Experience working in team setting, with great attention to detail and accuracy
  • Experience in interpreting and applying technical accounting and financial policies and procedures
  • Ability to work independently and use sound judgment.
  • Successful candidate will be able to demonstrate excellent organizational skills.
  • Ability to track and complete multiple simultaneous tasks

PHYSICAL REQUIREMENTS:
Duties are generally sedentary and performed in a normal office environment.
Ability to use keyboard driven equipment.
Ability to lift up to 15 lbs.
