Job Announcement

This position serves as the Senior Business and Technical Analyst in support of the department. Supports complex systems on client-server, internet, intranet, and cloud-based technologies. Works as the lead software administrator for multiple complex agency systems and supports the operations for a large user base. This position is located at the Government Center in Fairfax, Virginia, and may work from other sites throughout the county, when needed. Provides data and technical analysis in support of the Real Estate, Personal Property, and Revenue Collection Divisions. Works in collaboration with other business analysts to provide data analytical support to the business processes and technology solutions across department platforms. This position reports to the department's IT program manager.

Responsibilities include:

  • Serves as lead software system administrator for interdepartmental or county-wide automated system.
  • Works closely with technical project leader to coordinate technical resources and directs functional design and implementation.
  • Interacts with representatives from other agencies on system-related issues and scheduling of system priorities.
  • Develops the processes and policies to ensure compliance with federal and state systems and regulations.
  • Identifies and tests system enhancements.
  • Defines and maintains system administration documentation.
  • Organizes and directs system user groups.
  • Monitors system performance and performs ongoing analysis to determine most efficient and effective means to operate the system.
  • Provides assistance to system users.
  • Develops conceptual approaches to satisfy user requirements.
  • Oversees user acceptance testing.
  • Evaluates new technology for applicability and enhanced effectiveness.
  • Develops strategic plans to ensure solutions comply with established standards.
  • Evaluates and prioritizes requests for new requirements, modifications, and enhancements to existing systems.
  • Establishes priorities and timetables for system-related projects.
  • Generates reports to meet special agency needs.
  • Acts as intermediary between users and technical staff to resolve problems.
  • Participates in developing user training material.
  • Provides training to users.
  • Works closely with agency IT technical staff and/or serves as agency liaison with the Department of Information Technology and software vendors.
  • Develops and provides technical briefings for staff on new services and system components.
  • Provides technical support and training to users of installed software.
  • Attends training workshops, product demonstrations, conferences, technical briefings, and conventions.
  • Stays abreast of technology changes.
  • Serves on committees and task forces and undertakes special projects as assigned.
  • Gathers and documents business data, information, and analytics requirements.

Required Knowledge Skills and Abilities

Advanced knowledge of methods, metrics, tools, and techniques of business process reengineering;
Advanced knowledge of the principles, methods and tools for conducting performance assessments of IT systems, change management theories, and their application in a business environment;
Advanced knowledge of procedures for developing technical and operational support documentation and tools for analyzing and developing test and evaluation procedures;
Advanced knowledge of principles, methods and techniques of information technology assessment;
Considerable knowledge of interdepartmental and/or countywide processes, procedures, and requirements;
Considerable knowledge of the capabilities of information technology software, hardware, and network communication technology;
Considerable knowledge of the capabilities of various computer platforms functioning in centralized, distributed, client server, and stand-alone environments;
Considerable knowledge of effective processes, methods, techniques to analyze and evaluate business operations;
Considerable knowledge of effective project management methods, practices and techniques;
Knowledge of effective supervisory methods, practices, and techniques;
Ability to manage/administer multiple computer systems in a diverse computing environment;
Ability to work on problems of diverse scope where analysis requires a comprehensive understanding of hardware/ software systems solutions;
Ability to manage both small and large long and short-term projects under project timeline and resources;
Ability to write computer program operating instructions;
Ability to write effectively, including technical writing;
Strong analytical and conceptual skills with a demonstrated track record in new concept development for various projects and complex technical plans;
Ability to understand how IT affects an organization and ability to link it to redesigned business processes;
Ability to work cooperatively with technical staff and end users and establish and maintain relationships.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in computer information systems, business administration, or related field; plus five years of experience in information systems and process redesign, managing and implementing all phases of the systems development life cycle, including at least one year of supervisory experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a credit check to the satisfaction of the employer.

Additional Work Schedule Requirements: Must be available outside normal business day to work extended hours as needed.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

PREFERRED QUALIFICATIONS:

  • Demonstrated experience programming on database platforms such as Oracle and Microsoft SQL.
  • Experience using R/SAS Software.
  • Demonstrated experience developing PowerBI/SSRS Reports.
  • Experience working with end-users in gathering and analyzing business requirements, documenting them for the technical team and business review, preparing and presenting complex reports to non-technical senior managers.
  • Experience supporting Government to Consumer Systems, Financial Systems or Tax Revenue Systems.
  • Working knowledge of Modern Technologies like the Power Platform, SharePoint Solid.
  • Demonstrated experience supporting complex systems that have a large user base and are built on Client-Server or Cloud based technologies.

PHYSICAL REQUIREMENTS:
