Overview

Provides financial leadership and direction for enterprise-wide agency grants from Federal, State, City and private funds. This includes coordinating and overseeing all accounting duties associated with enterprise grants and financial reporting functions. Ensures compliance with all applicable City, State and Federal accounting and financial reporting requirements. Assists in the budget development process and performs analyses as assigned by Finance senior leadership. Works under general supervision.

What You Will Do

* Ensures compliance with the rules and regulations administered by the grantor; oversees audits conducted by the grantors of all grants.
* Oversees functions of financial administration and reporting to include, but not limited to reviewing the preparation and timely submission of grant applications, application amendments and budget transfers, developing and adjusting of associated budgets, coordinating of budgeted funds, and screening and processing requests for expenditures and ensuring timely filing of applications for reimbursement from funders.
* Keeps abreast of and ensures that enterprise wide grant program staff are aware of any new/changing regulations and standards. Ensures compliance with orders or directives issued by governmental/regulatory agencies or third party payers including financial and billing reporting procedures.
* Collaborates with senior leadership from Community Mental Health, Children and Family Services, Research.
* Oversees the utilization of standard enterprise systems to maintain and produce financial statements, special reports, receivable tracking, and fiscal year reports.
* Ensures accurate accounting records are maintained for all grants and monitors and addresses budget variances in the general ledger and planning systems.
* Confers regularly with Grant Fiscal Management staff to evaluate activities/projects/systems/policies, exchange information, investigate and resolve problems, provide technical advice and assistance, etc.
* Oversees financial reporting prepared for Board and Advisory Committee meetings.
* Serves as the financial liaison with Federal funding and regulatory agencies, City, State agencies, sub-grantees, financial institutions, vendors, and consultants.
* Oversees the recognition and recording of payer-based revenues for all Behavioral Health programs.
* Oversees the assessment and records the accurate and timely reserves based on the open accounts receivable for all payer-based Behavioral Health programs.
* Maintains compliance with relevant City, State and Federal requirements as it pertains to grants and awards.
* Performs all duties inherent in a management role. Ensures effective staff training, evaluates staff performance, provides input for the development of the department budget, and hires/promotes/terminates staff and recommends salary actions, as appropriate.
* Participates in special projects and performs other duties as assigned.


Qualifications

Licenses and Certifications:
CPA preferred

Education:
Bachelor's degree in business, finance or other related discipline, or the equivalent work
experience required
MBA preferred

Work Experience:

  • Minimum five years financial and grant management experience required; experience within a non-profit environment required
  • Strong understanding of non-profit business operations and Federal/State grant and contract funding
    mechanisms required
  • Demonstrated accounting and financial management systems knowledge and skills required
  • Strong planning, administrative, organizational and budget management skills required
  • Ability to work effectively with staff at all levels required

Pay Range

USD $122,300.00 - USD $164,000.00 /Yr.
