Job Summary

F3EA is seeking a Senior Business Analyst (Program Financial Operations) to support financial planning, tracking, and execution of Blue Water Instrumentation (BWI) efforts at the Point Mugu Sea Range.

This role is responsible for ensuring that program financials are accurately planned, tracked, and aligned with execution, supporting an RDT&E effort focused on prototyping, experimentation, and demonstration.

The Senior Business Analyst will work closely with program leadership to manage budgeting, forecasting, cost tracking, and reporting, ensuring alignment with contract requirements, Integrated Master Schedule (IMS) milestones, and deliverables. This position requires a detail-oriented professional who can operate in a dynamic environment and maintain financial discipline across a complex, multi-disciplinary program.

This position is designed to ensure that financial execution remains aligned with program objectives, timelines, and contractual requirements. The Senior Business Analyst enables disciplined decision-making by providing accurate, timely, and actionable financial insight in support of a complex RDT&E effort.

Roles and Responsibilities
  • Support development and execution of program financial plans, including budgeting and forecasting
  • Track and manage program costs, ensuring alignment with funding profiles and execution timelines
  • Perform variance analysis, identifying and explaining differences between planned and actual costs
  • Support development and maintenance of monthly financial reports, including cost, schedule, and performance data
  • Align financial tracking with the Integrated Master Schedule (IMS) and program milestones
  • Support preparation of Contractor RDT&E Progress & Financial Status Reports (CDRL A001) and other required deliverables
  • Track and report Other Direct Costs (ODCs), ensuring expenditures are properly documented and aligned to R&D activities and milestones
  • Assist in development of cost projections and burn rate analysis, supporting program decision-making
  • Support invoicing and financial reconciliation processes, ensuring accuracy and compliance with contract requirements
  • Coordinate with program leadership, logistics, and procurement teams to ensure financial visibility across all activities
  • Maintain documentation supporting financial audits, reviews, and compliance requirements
  • Assist with pricing inputs, proposal development, and program growth efforts as required
  • Identify financial risks and provide recommendations to support cost control and program efficiency

Required Qualifications and Education
  • Bachelor's degree in Finance, Business, Accounting, or related field
  • 5-8 years of experience in program financial management, business analysis, or government contracting environments
  • Experience with budgeting, forecasting, and cost tracking for programs or projects
  • Strong understanding of program financial reporting and variance analysis
  • Experience supporting monthly financial reporting and program status updates
  • Proficiency with financial systems and tools (e.g., Unanet, Excel, or similar platforms)
  • Strong analytical and organizational skills
  • Ability to manage multiple priorities in a dynamic environment
  • Strong communication skills, with the ability to translate financial data into actionable insights
  • U.S. citizenship required
  • Ability to obtain and maintain a DoD security clearance (Secret or higher)
Preferred Qualifications and Education
  • Experience supporting DoD programs, RDT&E efforts, or test and evaluation (T&E) environments
  • Familiarity with IDIQ contracts, task orders, and cost-type contracts
  • Knowledge of FAR/DFARS cost principles (FAR Part 31, 15.404-1, etc.)
  • Experience tracking ODCs and contract-specific cost elements
  • Familiarity with Integrated Master Schedules (IMS) and program performance metrics
  • Experience supporting audit readiness and compliance reporting
  • Prior military or defense contractor experience
Work authorization/security clearance requirements
  • Ability to obtain and maintain a Department of Defense security clearance.

  • Combination of office and program coordination environments
  • Regular interaction with program leadership, finance, logistics, and technical teams
  • Occasional support to program reviews and reporting cycles
