Job Summary

F3EA is seeking a Strategic Communications & Product Development Specialist to support Blue Water Instrumentation (BWI) efforts at the Point Mugu Sea Range.

This role is responsible for developing high-quality visual and written products that communicate the scope, progress, and impact of BWI capabilities. These products include executive-level briefings, operational updates, technical presentations, and other materials that convey complex information in a clear, compelling, and mission-relevant manner.

The specialist will work closely with technical writers, engineers, and program leadership to transform raw inputs into professional, visually impactful deliverables that reflect the importance and strategic value of the program. This position requires an individual with strong design instincts, narrative development skills, and the ability to operate in a fast-paced, high-visibility environment.

This position is designed to ensure that program efforts are communicated clearly, professionally, and with impact. The Strategic Communications & Product Development Specialist enables leadership to effectively convey the value and progress of BWI by transforming complex information into compelling and actionable products.

Roles and Responsibilities
  • Develop and produce executive-level presentations, briefings, and visual products supporting BWI efforts
  • Translate complex technical and operational information into clear, concise, and visually compelling narratives
  • Collaborate with technical writers to refine content, messaging, and structure of documentation and presentations
  • Design and format PowerPoint decks, reports, and visual materials aligned with program tone and messaging
  • Support development of Battle Update Briefs (or equivalent) and other recurring program communication products
  • Ensure consistency in branding, formatting, and messaging across all deliverables
  • Work with program leadership to capture and communicate key insights, milestones, and impacts
  • Develop visual representations of systems, processes, and concepts (diagrams, infographics, etc.)
  • Maintain a repository of templates, standardized products, and communication materials
  • Rapidly produce and refine products in support of time-sensitive briefs and engagements
  • Continuously improve the quality and effectiveness of program communications and visual outputs

Required Qualifications and Education
  • Bachelor's degree in Communications, Graphic Design, Marketing, or related field (or equivalent experience)
  • 3-6 years of experience developing professional presentations and visual communication products
  • Advanced proficiency in Microsoft PowerPoint and Office Suite
  • Strong ability to translate technical or complex information into clear, structured messaging
  • Experience developing executive-level briefings and presentation materials
  • Strong visual design skills, including layout, typography, and information hierarchy
  • Ability to work in a fast-paced environment with tight deadlines
  • Strong attention to detail and commitment to high-quality deliverables
  • U.S. citizenship required
  • Ability to obtain and maintain a DoD security clearance (Secret or higher)
Preferred Qualifications and Education
  • Experience supporting DoD programs, Special Operations, or government contracting environments
  • Familiarity with technical documentation, engineering concepts, or RDT&E programs
  • Experience developing materials for senior leaders or operational audiences
  • Proficiency with visual design tools (Adobe Creative Suite or similar)
  • Experience supporting high-visibility programs or strategic communications efforts
  • Prior military or defense contractor experience
Work authorization/security clearance requirements
  • Ability to obtain and maintain a Department of Defense security clearance.

  • Combination of office and collaborative program environments
  • Frequent interaction with technical teams, program leadership, and stakeholders
  • Fast-paced environment with rapid turnaround requirements for deliverables
