Job Summary

F3EA is seeking a Facilities & Infrastructure Manager to oversee operations, maintenance, and readiness of multiple sites supporting Blue Water Instrumentation (BWI) efforts at the Point Mugu Sea Range.

This role is responsible for ensuring that facilities, workspaces, and supporting infrastructure-including warehouse operations-are fully operational, compliant, and aligned with mission requirements.

The Facilities & Infrastructure Manager will operate across laboratory, office, warehouse, and field support locations, ensuring that all physical environments enable efficient execution of R&D, prototyping, integration, and test activities. This position requires a hands-on leader who can manage facilities while adapting to the evolving needs of a dynamic program.

This position is designed to ensure that facilities and infrastructure are never a limiting factor in mission execution. The Facilities & Infrastructure Manager enables operational success by ensuring that all physical environments are prepared, compliant, and aligned with the evolving needs of the program.

Roles and Responsibilities
  • Oversee day-to-day operations of multiple facilities, including office spaces, labs, staging areas, and warehouse environments
  • Manage facility readiness, ensuring spaces are configured to support engineering, logistics, and operational activities
  • Coordinate maintenance, repairs, and sustainment of buildings, utilities, and infrastructure
  • Oversee warehouse operations, including layout, organization, safety, and support to logistics activities
  • Ensure facilities comply with safety, environmental, and regulatory requirements
  • Coordinate with program leadership to align facilities with mission requirements, test schedules, and operational priorities
  • Manage facility access, security coordination, and badging requirements in coordination with site authorities
  • Support setup and reconfiguration of spaces for test events, integration efforts, and program growth
  • Coordinate with vendors and service providers for facility services, maintenance, and improvements
  • Track and manage facility-related costs, budgets, and resource requirements
  • Identify and mitigate facility-related risks, including infrastructure limitations and operational constraints
  • Maintain documentation related to facility layouts, infrastructure, and compliance requirements
  • Support logistics and program teams in ensuring efficient use of space and infrastructure
Supervisory Responsibilities
  • May oversee facility support personnel, contractors, or vendors supporting maintenance and operations
Required Qualifications and Education
  • Bachelor's degree in Facilities Management, Operations, Engineering, or related field (or equivalent experience)
  • 5-8 years of experience in facilities management, site operations, or infrastructure support
  • Experience managing multiple facilities or operational sites
  • Familiarity with warehouse operations and logistics support environments
  • Knowledge of facility maintenance, safety standards, and regulatory compliance
  • Strong organizational and problem-solving skills
  • Ability to manage vendors, contractors, and facility-related projects
  • Experience working in dynamic, mission-driven environments
  • Strong communication and coordination skills
  • U.S. citizenship required
  • Ability to obtain and maintain a DoD security clearance (Secret or higher)
Preferred Qualifications and Education
  • Experience supporting DoD programs, test ranges, or operational environments
  • Familiarity with environmental, health, and safety (EHS) requirements
  • Experience supporting RDT&E or prototype-driven programs
  • Knowledge of facility security requirements in controlled environments
  • Experience with space planning and operational layout optimization
  • Prior military or defense contractor experience
Work authorization/security clearance requirements
  • Ability to obtain and maintain a Department of Defense security clearance.
Physical Demands/Work Environment
  • Combination of office, warehouse, and operational facility environments
  • Frequent movement between multiple sites and facilities
  • Hands-on involvement in facility setup, coordination, and sustainment
