Overview

Apogee is seeking a Senior Director for Growth & Operations to lead business development and capture activities across U.S. Strategic Command's (USSTRACOM) Nuclear Command, Control & Communications (NC3) mission space while maintaining operational oversight of a mature professional services delivery to USSTRATCOM, Air Force Nuclear Weapons Center, and Air Force Global Strike Command organizations at Offutt AFB, Nebraska, Ft Meade, Maryland, and several other CONUS locations.

This role is intentionally structured as a hybrid senior leader, with 75% performance focused on business development, capture, customer shaping, and pipeline execution and 25% performance focused on operational oversight of existing programs to ensure strong delivery, customer trust, and readiness for recompetes and expansions.

This is a full-time position located at Apogee's Omaha, Nebraska corporate office, with up to 50% telework flexibility.



Responsibilities

Business Development & Capture:

    Own and drive NC3 growth strategy aligned with Apogee value-creation goals, including expansion into adjacent customers, mission partners, and contract vehicles.
  • Lead full lifecycle capture from opportunity identification through award: pipeline development, qualification, customer shaping, teaming, capture planning, and proposal execution.
  • Establish and enforce disciplined capture processes, including gate reviews, bid/no-bid, competitive assessments, and pursuit execution rhythm.
  • Lead solution shaping with technical and operational leaders to build discriminating approaches aligned to NC3 Enterprise priorities.
  • Drive teaming strategy and partner orchestration (primes/subs), including relationship management, roles/responsibilities, and win plan execution.
  • Execute competitive intelligence activities (e.g., competitor analysis/"black hat"), and contribute to price-to-win thinking in partnership with pricing/finance.
  • Serve as opportunity owner for proposals: lead strategy sessions, pursuit/bid briefs, kickoff, resource planning, content ownership where needed, and final leadership approvals.
  • Oversee development of high-quality, compliant, and compelling proposals, with clear win themes and strong differentiation.
  • Build and maintain senior-level relationships with government customers, integrators, and industry partners to influence requirements and improve probability of win.
  • Monitor market trends, competitor posture, and acquisition patterns affecting USSTRATCOM and adjacent mission sets.

Operations:

  • Provide senior operational oversight of current contracts supporting USSTRATCOM and other NC3 Enterprise customers (i.e., delivery quality, customer satisfaction, and compliance).
  • Ensure alignment between growth pursuits and operational delivery capacity, including staffing models, transition plans, and realistic execution approaches.
  • Partner with Program Managers/task leads to track and support portfolio performance goals, including risk management and issue resolution.
  • Conduct portfolio-level risk assessments; elevate concerns to leadership and implement mitigation plans that protect mission performance.
  • Coordinate with Contracts, HR, Security/IT, and Project Controls to ensure compliant execution and smooth growth-to-delivery transitions.
  • Support staffing, retention, and selective hiring for key roles tied to performance and near-term pursuits.
  • Mentor and guide program leadership to maintain strong culture, accountability, and customer responsiveness.


Qualifications

Minimum Experience:

Citizenship: Must be a US citizen
Clearance: Must have and be able to maintain a Top-Secret level clearance with SCI eligibility
Education: Master's Degree in a relevant field
Years of Experience: Twelve or more years of experience supporting the delivery of professional and technical services to the Department of War (DoW), Intelligence Community (IC), and/or other Government agencies, with an emphasis on USSTRATCOM and/or NC3 Enterprise customers
Additional Experience:

  • Demonstrated track record leading business development/capture for federal opportunities (IDIQ/MAC/task order environments with full-and-open experience preferred)
  • Deep understanding of FAR-based acquisition, contract vehicles, and federal procurement processes
  • Proven ability to engage customers and shape opportunities with senior stakeholders
  • Strong executive presence and communication skills (written/verbal)
  • Hands-on, outcomes-oriented leader willing to do what's required to bid and win regardless of title

Preferred Qualifications:
Certifications: Project Management Professional (PMP) (highly preferred)

Additional Experience:

  • Deep expertise and networks in NC3, strategic deterrence, nuclear enterprise, or closely aligned USSTRATCOM mission areas
  • Expert in building and leading high-performing cross-functional teams, including prime and subcontractor partners, to deliver advanced advisory services while sustaining high engagement, retention, and performance
  • Strong customer engagement and stakeholder-influencing skills, with the ability to understand mission challenges, shape requirements, present solutions, and maintain trusted relationships with Government leaders and contracting authorities
  • Proven leadership in full life-cycle capture management activities across complex IDIQ/MAC environments, driving pipeline development, opportunity assessment, partner orchestration, and bid strategy to secure competitive task order wins
  • Track record of winning and executing multi-million-dollar task orders in DoW or IC environment, owning opportunity pursuit, shaping requirements with customers, developing discriminating win themes, and delivering compliant, compelling proposals
  • Skilled in risk management and operational oversight, conducting portfolio-level risk assessments, briefing leadership and Government officials, and implementing mitigation strategies that preserve performance and mission success
