SUMMARY
-
The Deputy Administrator - HHS - Office of Finance serves as a senior financial and administrative leader, reporting to the Administrator of the Office of Finance. This position provides direct fiscal and operational oversight for the Office of Aging Services and the Office of Community Connections, while also leading financial coordination and supervision of fiscal functions across Behavioral Health, Developmental Disabilities, Early Intervention, Drug & Alcohol, and Public Health programs. This role is responsible for ensuring enterprise-wide financial integrity, regulatory compliance, and strategic alignment of fiscal operations across multiple funding streams, including federal, state, and county sources. The Deputy Administrator partners closely with the Administrator to design and implement standardized financial processes, drive operational efficiencies, and strengthen fiscal governance across the department.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Strategic Financial Leadership
- Partner with the Administrator of the Office of Finance to establish and implement a unified financial strategy across all program offices.
- Lead the development of standardized fiscal policies, procedures, and internal controls across divisions.
- Identify and implement process improvements to enhance efficiency, transparency, and accountability.
- Provide high-level fiscal analysis to support executive decision-making, including forecasting, cost containment, and resource allocation strategies.
2. Direct Oversight - Aging Services & Community Connections
- Provide full administrative and fiscal oversight of the Office of Aging Services and Office of Community Connections budgets, operations, and staff.
- Oversee budget development, monitoring, and forecasting to ensure alignment with programmatic goals and funding requirements.
- Ensure compliance with all applicable federal, state, and county regulations governing funding streams.
- Direct contract and grant management, including performance monitoring and fiscal reporting.
- Supervise administrative and fiscal staff, including hiring, performance management, and professional development.
3. Enterprise Fiscal Oversight (Cross-Departmental)
- Directly supervise and provide leadership to fiscal managers across:
- Mental Health
- Developmental Disabilities
- Early Intervention
- Drug & Alcohol
- Public Health
- Ensure consistency in budgeting methodologies, reporting standards, and fiscal controls across all program areas.
- Establish routine financial review processes to monitor performance, risks, and opportunities across divisions.
- Serve as a central escalation point for complex fiscal issues and compliance matters.
4. Financial Operations & Compliance
- Oversee all core financial functions, including:
- Budget preparation and execution
- Accounts payable and receivable
- Financial reporting systems and processes
- Grant and contract fiscal management
- Ensure readiness for and compliance with internal and external audits.
- Maintain strong working relationships with state, county, and external funding agencies.
- Ensure adherence to applicable laws, regulations, and funding requirements.
5. Administrative & Organizational Leadership
- Oversee administrative functions within assigned areas, including HR coordination, workforce planning, and payroll oversight.
- Collaborate with program administrators to align fiscal operations with strategic and programmatic priorities.
- Support the development of staff through coaching, training, and performance management.
- Provide leadership in cross-functional areas such as IT coordination and administrative systems to ensure operational efficiency.
Specialized Duties and Responsibilities
- Lead development of annual fiscal and administrative plans across assigned program areas.
- Support Board of Health and other governance reporting requirements as needed.
- Apply knowledge of public sector funding structures, including relevant public health and human services regulations (e.g., Act 315/12 or equivalent).

QUALIFICATION REQUIREMENTS

- Bachelor's degree in Business Administration or related area with five years of related experience.
- Minimum of 7-10 years of progressively responsible financial management experience, including leadership in public sector or human services environments.
- Demonstrated experience managing complex, multi-source funding streams (federal, state, county).
- Proven supervisory experience, including oversight of managers or professional staff.
- This position requires clearances: Child Abuse History Clearance, PA Criminal Record Check and FBI Fingerprint.
- In office presence is required as directed by your supervisor or administrator.
