Energy Transfer Partners is a master limited partnership that owns and operates one of the largest and most diversified portfolios of energy assets in the United States. In total, the Company owns and operates approximately 165,000 miles of natural gas, crude oil, refined products, and natural gas liquids pipelines, terminals, and acquisition and marketing assets which are used to facilitate the purchase and sale of crude oil, natural gas, natural gas liquids, and refined products.

Summary:

The Government Affairs Specialist will work to build and maintain relationships with key local and state elected officials and staff as well as develop and implement legislative and political strategies to support company goals

Essential Duties and Responsibilities:

  • Build and maintain relationships with key local and state elected officials and staff
  • Track key legislation & regulatory matters across various states & local governments
  • Coordinate the development and implementation of industry policy positions and advocacy strategies
  • Serve as corporate representative with members of the public
  • Establish local community affairs efforts in municipalities where Energy Transfer has operations
  • Support various external engagement related to existing operations and new projects
  • Participate in letters, testimony and various government relations policy support.
  • Develop educational opportunities for external stakeholders that raise awareness of the current and future efforts in Pennsylvania and surrounding states in the region
  • Lead and coordinate member engagement or coalition engagement on Association issues
  • Represent the company to outside audiences, organizations and strategic alliances, through various means including public speaking
  • Maintain relationships and coordinate with outside interest groups in coalitions on shared legislative goals

Requirements:

Education and/or Experience, Knowledge, Skills & Abilities:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements for this position are listed below:

  • Bachelor's degree in Government Affairs, Political Science, Communications, or related field or equivalent work experience
  • A minimum 5 years of experience in in one or more of the following fields; legislative staff, government affairs office for trade association, company or lobbying firm, community relations or public relations.
  • Maintains a sense of urgency, individual responsibility, and possesses the ability to effectively work under pressure and with changing priorities.
  • Must be capable of managing multiple issues at once.
  • Possesses a high level of initiative and is able to work effectively with minimum supervision.
  • Possesses effective analytical and problem solving skills.
  • Excellent judgement in high profile, high pressure environments
  • Experience working in team environments
  • Excellent listening, written, and oral communications skills
  • Ability to travel regionally (up to 50%)

Preferred Qualifications:

Education and/or Experience, Knowledge, Skills & Abilities:

  • Project or coalition work
  • Ability to grasp energy/utility policy issues
  • Previous public affairs work experience in Pennsylvania, New York, New Jersey, Maryland, Massachusetts, Virginia, North Carolina, South Carolina, Ohio, Georgia and/or West Virginia
  • Experience in the energy and/or utilities fields

Working Conditions:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

  • Normal office working conditions with approximately 50% of the time in the field.
  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
  • Overnight travel may be required.
  • Position is based in industrial settings which may include hazardous materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
