Outage Manager II (PM-II) has single point accountability for assigned outages in Carolinas Dispatchable Generation (CDG). The Outage Manager position is responsible for the management, or the assistance of managing, all phases of outage planning and execution to ensure all outage excellence success factors are met, including but not limited to scope, schedule, cost, quality, environmental, safety, communications, security, NERC compliance and integration to ensure an Event Free/Successful completion. This position typically is assigned to Major scored Outages (ST/STG Majors, HGPIs, Major Upgrades, Generator Replacements, Significant BOP scopes, etc.) per the RRE Outage Management Guideline however there are times that we will also support any other identified GMS Outage as needed/required based on scope, complexity, etc. working with our Station partners. These scored Major Outages have a combined scope cost of typically between $5M and $100M with a Moderate to High level of risk and complexity which may impact the facility or department level within the Company as well as some Senior Management and/or External Agencies. The Outage Manager serves as the unifying agent providing leadership, management, direction, coordination, and control of the overall Major Outage scope in accordance with the established policies, procedures, standards, systems, and requirements of the Company. This position is considered a leadership position; minimum qualifications must be met to be placed within this position. Progression to this level is based on experience, knowledge, skills and abilities, and should align with business unit personnel needs to manage the portfolio. These two OM II positions will be in the RRE CDG Services Outage and Projects Support organization. Location can be flexible as listed (Mt Holly - NC (Lark Facility), Cliffside (Rogers Energy) Station Complex, Charlotte - NC (DE Plaza), Belews Creek Steam Station, or Greensboro NC) as our focus is on servicing the overall need of the entire CDG organization. Responsibilities Provide leadership, oversight management, delegation, and coordination to the various internal and external organizations that are providing services to the outage (outage schedule development, engineering milestones, project integration, construction management, supply chain, legal, EHS, QA/QC, operations, communications, regulatory, security, fuels, transmission, etc.). The Outage Manager coordinates all matrixed members of the outage team on a daily basis and is responsible for interfacing with functional managers, stakeholders, and has overall accountability for the success of the outage. Structure, lead, and/or assist in leading all Outage related meetings and reporting required to ensure open communication between all team members, key stakeholders, and management (project/outage readiness reviews, outage kickoff meetings, monthly planning meetings and associated outage reports/daily reports) and to properly report Outage milestone status. Assure that Outage plan, all appropriate reports and reporting means are developed and managed according to RRE Outage Management Guidelines. Present reports to appropriate management / governance team skillfully champion/drive the process of Outage planning including overall scope development and coordination, schedule development/formation and monitoring, cost control measures, resource/contracting strategies, equipment selection, vendor selection, start-up and commissioning plans, and integration processes. This includes project planning and execution activities like scope definition, detailed design, construction, start-up and commissioning, turnover to operations, and warranty management. Ensure determination of outage objectives, stakeholders, project scope integration, assumptions and constraints, outage deliverables, WBS, integrated schedule, internal and external communication. Display understanding of regulatory strategy, procurement strategy, contractor and supplier strategy. Develop resource plan, budget, lessons learned, risk plan, quality plan, safety plan, environmental plan, security plan, integration plan, data management plan, communications and reporting plan, change management, and outage report and close out.
