The State Highway Administration's (SHA) Office of Construction/Maintenance (Anne Arundel County) is currently recruiting for an Assistant Division Chief (Administrator III) position. This position is open to anyone who meets the minimum and selective qualifications listed below. All eligible candidates must meet the minimum and selective qualifications by the closing date. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. Nature of Work:

This position will assist the division chief in providing leadership for the execution of approximately 450 SHA construction and maintenance contracts awarded each year, which is critical for obtaining the contractor resources necessary to carry out SHA's mission. This position will assist with the supervision of the Contract Award Division staff and operation. This includes: scheduling and evaluating work performed by team members; receiving and distributing with the weekly advertisements for all construction and maintenance contracts, assisting the division chief with receiving, tracking and updating Addenda on all formally advertised projects; review all bid bonds; assisting with approving Invitation for bid packages submitted by various SHA divisions and offices prior to formal advertisement; assisting with leading and supervising the staff conducting the formal public bid lettings in accordance with COMAR 21.05.02; utilizing expert knowledge of laws and procedures to make critical decisions on behalf of SHA; ensuring the accuracy of legally binding contract documents prior to execution; ensuring accuracy of Liability Insurance documentation; reviewing bids for possible fraudulent submissions by evaluating contracts for front-end loading, bid rigging and collusion; utilizing EPCS/FMIS expertise and functions as liaison for ADPICS and R*STARS to the Office of Finance; prepare agenda items for the Board of Public Works (BPW); and respond to all questions and review comments by the Office of Procurement and Contract Management as well as Transportation Sector Office. This position will assist in providing bid-related data and procurement expertise to upper-level management; assist on the Wage & Hour activities; assist the division chief with overseeing MBE/DBE goal setting team, which requires engineering knowledge to determine which elements of work in a contract are appropriate for subcontracting.

Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of experience in administrative staff or professional work.

Selective Qualification: Three (3) years of experience to include procurement experience involving duties such as evaluating and/or awarding contracts ensuring compliance with government procurement laws, regulations, and conditions.

*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities).

Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

The ideal candidate should possess the following:

  • Excellent written and oral communication skills.
  • Ability to provide good customer service to a variety of internal and external customers.
  • Excellent organizational and record keeping skills-detail oriented.
  • Strong aptitude for working with numbers and financial data.
  • Ability to perform mathematical computations
  • Ability to supervise staff


Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the state of Maryland.
