This position is located at the Dundalk Marine Terminal.

The Maryland Port Administration (MPA) is a 203-employee transportation business unit within the Maryland Department of Transportation (MDOT) and is the public face of the Port of Baltimore. MPA was created by the Maryland General Assembly to increase waterborne commerce through the ports in the state. The Port of Baltimore plays an integral role as a economic generator and job creator, in addition to maintaining our nation's supply chain and moving vital goods to industries and consumers. As one of the nation's top ports for total cargo tonnage and overall dollar value of cargo, the Port of Baltimore is also one of the most diverse ports in the United States with over 140,000 jobs in Maryland linked to port activity.

General Role Description:

MPA is seeking a motivated, positive, driven, and customer service orientated marine terminal/port operations professional to take on the role of Terminal Control Officer. The primary responsibility of this position is to assign the placement of all vessels calling MPA owned marine terminals as requested by steamship lines or their agents and collecting all information pertinent to those vessels in support of commercial maritime business moving through the Port of Baltimore.

Some essential duties of this position include but are not limited to the following:
  • Assign MPA owned berths to steamship lines or their agents upon request based on availability, efficient cargo operations, or contractual obligations of the MPA.
  • Maintain a schedule of all vessel arrival and departures from MPA owned terminals via the use of Tidalis PortControl Berthing Management Software system.
  • Act as an 24/7 emergency point of contact through monitoring phones, emails, and other forms of electronic communication.
  • Visually monitor the docking and undocking evolution of all vessels mooring at MPA owned facilities between the hours of 0700 and 1600 to record information for billing, and to provide witness in the event any damage occurs to MPA property.
  • Answer external customer inquiries pertaining to general operations, maintenance needs, or various MPA policies to include vessel scheduling, crane scheduling, tariff rates etc.
  • Coordinate the installation/removal of wharf logs at terminal berths in the interest of safety for persons traveling and/or working near the water at MPA owned facilities after vessels have departed via emailed maintenance requests.
  • Monitor the use of non-leased areas of MPA owned terminals for cargo stowage via taking and recording daily measurements and submitting the results to finance for monthly billing.
  • Conduct inspections of MPA owned sheds and buildings on a rotating basis to ensure tenants are in compliance with lease terms, OSHA, and life safety standards.
  • Compose and send terminal notices to tenants in the event of severe weather, construction impacting operations, or other issues that could affect terminal operations and efficiencies both inside MPA facilities and in the immediate surrounding areas via an emailed word document.

This position reports directly to the MPA Terminal Operations Manager.

Employees in this class are considered essential employees and are subject to call 24 hours a day, as may be required in order to maintain continuous terminal operations.

Qualifications

Minimum Qualifications:
Education: Graduation from high school or possession of a high school equivalency certificate.

Experience: Three (3) years of professional experience in the operation of a commercial marine terminal or port facility involving the development and maintenance of operational schedules and the coordination of vessel, rail, truck, and cargo operations, requiring real-time operational decision-making and collaboration with multiple stakeholders.

The Ideal candidate will possess a bachelor's degree in Marine Transportation or Business Admin from an accredited college/university.

Licenses & Certifications

1. Employees in this classification are assigned duties which require the operation of a motor vehicle. Employees will be required to possess a motor vehicle operator's license valid in the State of Maryland. 2. Employees in this classification will be required to obtain and maintain a Transportation Worker Identification Credential (TWIC) to gain unescorted access to Maryland Port Administration facilities.
