Job Description

The Department and Clinical Operations Manager within the Department of Radiation Oncology is accountable for achieving the desired School of Medicine's mission and vision of teaching, research, and patient care. This leadership position has the responsibility for helping the School of Medicine (SOM) and MU Health Care (MUHC) achieve its mission to advance the health of all people, especially Missourians. As a leader of the School of Medicine this position is expected to unceasingly lead the development of a culture that is driven by the core values of working together to care, deliver, innovate, and serve. In addition to an understanding of academic research, a broad scope of knowledge with the understanding of clinical practice management and medical school training programs are required. The Department and Clinical Operations Manager will provide leadership, direction, develop and oversee business and marketing plans for the department.

MANAGERIAL ROLE:
This position is responsible for managing the clinical, academic, and research operations of the Department with oversight and supervision of staff in a manner compliant with the School of Medicine, University of Missouri and MUHC policies and procedures. This position will provide administrative support for all faculty, trainees, and other health care providers/personnel while managing the resources available to support department operations and provide financial oversight to ensure proper allocation and availability of resources to meet department operational goals. This includes ensuring the development of systems and reports dedicated to overseeing the financial status of the department, productivity of providers, implement operational plans, and ensure resources are applied as intended while also developing and directing the long-range strategic business plan for the Department. The strategic business plan includes preparation of business analyses, program expansions, implementation plans for new programs, and the design and implementation of changes to existing programs.

FINANCIAL RESPONSIBILITIES:
Manage and monitor the department budget while collaborating with SOM Finance on accounting functions and financial planning (e.g., clinical revenue, state funds, grants and contracts, and gift accounts) by establishing financial management policies within the department and ensure compliance with the policies and procedures of the Department, SOM, MUHC, and the University This position will coordinate and/or prepare regular financial reporting which is provided to the Department Chairs and Principal Investigators. The Department and Clinical Operations Manager will work with support personnel to prepare grant and budget proposals; assist with grant renewals and anticipate renewal dates, provide post-award financial planning and reporting. Must be able to meet budget deadlines.

HUMAN RESOURCES RESPONSIBILITIES:
Collaborate with the HR Partners & Recruitment to oversee departmental human resources functions regarding structure, employment, compensation review, promotions, disciplinary actions, and terminations. Counsel employees and supervisors to resolve employee relation issues, initiate and follow through with progressive disciplinary actions when appropriate. Interview, select and evaluate the performance of the staff that directly report to the Manager. Ensure that all required compliance of department is completed in a timely manner in accordance with MUHC and University policies. Direct and indirect supervision is exercised over all support staff within the department and for faculty HR and payroll activities.

CLINICAL OVERSIGHT:
Develop policies and processes to assure that all clinical services and procedures are billed in a timely manner. Analyze charge capture, denial reasons, and reimbursement patterns. Work collaboratively with University Physicians to improve processes and to provide feedback and education to physicians, residents, fellows, mid-level providers, and staff on billing processes and practices to ensure compliance with federal, state, UP policies. Evaluate the department's incentive practice plans to ensure maximum impact clinical productivity. Review, monitor and provide productivity reports. Evaluate and oversee preparation of reports for Department Chairs and Providers. Analyze and recommend action concerning clinical productivity to achieve clinical excellence. Work collaboratively with MUHC clinical leadership and provide input to clinic oversight.

SPACE AND FACILITIES ADMINISTRATION:
Work collaboratively with Associate Dean of Administration to prepare space planning, maintenance and ongoing facilities operations.

Shift

Monday-Friday, 8am-5pm

Minimum Qualifications

Requires a Bachelor's degree, preferably in a health or business related field.
Requires at least five or more years experience within a health care setting of which the incumbent has a minimum of one year supervisory experience is required.

Preferred Qualifications

A Master's degree in Business, Healthcare Administration or related area is preferred.
Experience with finance, and performance improvement strongly preferred.

Anticipated Hiring Range

Salary Range: $90,251-$147,000 Annually
Grade: PAT-012
